Please can someone Convert VISITORS VISA to STUDENT VISA while inside Canada??

my younger brother ( married ) got admission for PGD in Canada, has paid $2,200 Deposit tuition fee for September 2023 class. ( No visa yet )
But is traveling to Canada for a fully paid program , so an idea came that he can convert the Visa while there.

Please share any information that will help him Convert VISITORS VISA to STUDENT VISA .

I have gotten my WES done and IELTS is gotten now.
I considered my wife doing ECA, WES and i doing french too and discovered CRS won't be above 450 due to Age, therefore I think PNP is best for us. CRS now is 340...................

I intend getting EE account today.
(Attached is my IELTS result, this was my first attempt)

*Plan to rewrite IELTS to get CLB 10.
*Plan for wifey to do ECA and IELTS
*Plan to do TEF or TCF and get CLB 7 and above. This has the potential to take you above 490.

Just like you, I received OINP NOI, filled the forms, Paid and Submitted.

The following week, federal ITA came, I withdrew the OINP application and got my 1500 refunded.

Average processing time for OINP is about 60 days.

From my finding, licensing is needed for a Computer Engineer to work in these places.
Is there anyone with Engineering decree who works with engineering NOC. Are exams needed for Engineering licencing in canada. I could learn somethings from you.

Yes, I believe so. I'm not sure about how IQAS do theirs tho, coz I used WES and it was seamless.

It's written in a funny way but I think all ECA bodies must share. Best is to email and ask IQAS how you can authorize them to share your report with OINP as suggested below.

use the crs tool. Adding spouse without ielts and eca will reduce the crs. If after reduction it still meets the current cutoff . Then the spouse doesn’t need the ielts and eca
