It is either russian is planning to pull out of Ukrain there by trying to create the impression of a strategic redrawal of troops to suppress the false rebellion.
OR
There is a sections within the Top russian military leadership to stage out a coup, take putin and his corrupt friend out and take over the country and finished the special military operation with tactical nukes once and for all, cause there is no way Wagners will plan such a big and suicide operation without enough backings from within the Russian leaders cabinets

For Putin, his rating among Russians is at an all-time low. Russians killing Ukrainians, like brothers killing brothers. It's an unpopular war.

Putin doesn't even know who to trust at the moment.
