The design of trousers are of Persian origin, where both their men and women wore them from many centuries ago for easier movements as against the long robes men and women wore in the Bible.

During the time of the Apostles, men of the Roman Empire wore skirts and for hundreds of years.

Till this present day, the Scots and Irish men still wear their traditional skirts (kilt).

To understand the context, let's take a look at the pre verse.

Verse 4
When the people heard these distressing words, they began to mourn and no one put on any ornaments. 5 For the Lord had said to Moses, “Tell the Israelites, ‘You are a stiff-necked people. If I were to go with you even for a moment, I might destroy you. Now take off your ornaments and I will decide what to do with you.’” 6 So the Israelites stripped off their ornaments at Mount Horeb.

They removed the ornaments to show that they are remorse before God. Same way they fast and cover themselves in sack clothes when seeking the face of God.
