That guy didn't bring in drugs into Afghanistan rather he went there to purchase it. Afghanistan is the world's largest cultivator of opium poppy seed used for heroin production.
He probably went there to purchase it for onward export to Europe.

Also, Talibans largely funded their over 20yrs insurgency in Afghanistan from proceeds of opium trade. Even after Talibans returned to power, they are still heavily involved in opium trafficking. The parade you saw there is a charade, it's just similar with what efcc is doing with yahoo boys in Nigeria.
