Lagos state would check your credentials and experience before employment and give you want you deserve not what you desire.

I applied for the lowest entry as a graduate ( but was given 10 to my surprise.
Because I had The degrees needed and over 10years experience post NYSC.
I am under 40 and almost a director.

You may say I used long leg because I am from the state.. well, that’s your own assertion.

Level 16 is a full Director

You spend 2 years for confirmation
4 years for promotion

So in 8 years if he joined as a level 14, he could be a Director
In another 4 years (12in all) he gets to level 17 and bags PS.
Level 17 is the highest is civil service.

That 2 years for confirmation would not affect your promotion when the time reaches.
