I see the difficulty here - well the truth is such transactions will appear suspicious because round-tripping is a typical money laundering operation.

The one thing she should have no fear of is whether the Uni will hold her money. They will surely refund it though they may start to charge for the inconvenience.

I was thinking the same thing...you open a new account with Polaris to receive a refund. Why would Polaris honor that? If the money is withdrawn, Polaris can be in the hook if its an illegal transfer. The school can issue her a check to cash that will be processed by any bank after x amount of time. She should provide a legit address for the check lol

If you are not hiding anything, tell d school to send the money back to the original UK account that help you pay the school fees. Then tell the account owner to send the money back to you in Naija.

I mean, I shouldn't have to be giving a sell acclaimed Crypto expert this advice.

Well, it's a sad case, but it is part of the anti money laundering policies in place, if she can try to print out statement to show evidence from the naira account to the GT dorm account and probably get a lawyer. If she doesn't mind paying for the services of one. She should get the funds back

My sister abi na brother, Polaris is ABSOLUTELY right. The school should not have refunded to a different account.
Solution, get the original account holder to reactivate the paying bank account. Otherwise, your money has entered money laundry censure account.

foolishness is easy to spot.

if you had read er post and saw the evidences provided, youd see the school tried refund but refund declined multiple times cos the originating account doesnt function anymore... you wont know this either ... smh

youre right but theres exception to that law.

The initial beneficiary is allowed to refund to a new account after verifying originating account isnt accessible anymore and also verifying ownership and identity of the claimant i.e owner of the originating account which is no more active/accessible must give the beneficiary the go ahead to refund to the new account provided by the claimant.

Even NHS has done this for people who paid their ihs using third party accounts and the accounts are no more active after a year when they want to claim ihs refund having worked in the healthcare sector for over 6 months.

I think that's a major issue here. Polaris may be trying to avoid any fraudulent transactions. Moreover, her transaction is complex (Transfer naira from Polaris to GTBank , then from GTbank to another person's naira account . This 3rd person lives in UK, so he/she paid for you in Pounds. The Uni only refunds to the account that made payment. This 3rd person's UK account is no longer functioning . Polaris (if they have all these information OP shared) may be wondering why not this 3rd person provide his or her new account details with ID to prove he or she is the same person and owner of both the old and new account. So they changed their policy because of OP plea (Polaris may think?)
Did she notify Polaris amd provide all the evidence to show the legitimacy pf the transaction?
If you are in the system you will know what's going on here.
She's trying to be clever by half and trying to blackmail the bank into submission. She probably got the pounds when the rate was around 500/$ and today the rate is above 1000/$. She knows if they return the money to the account she used to remit it they will convert it at the old rate to dollar as per CBN policy, but if she diverts the funds into a pounds account she will receive pounds without conversion and sell it at the rate now which is above 1000/$.
The bank will not want to incur CBN wrath by allowing that to happen because they might be fined if the source of the fund is traced and it's found to be roundtripping.
Many people were using this method to cash out when CBN was still selling dolllars to students through the banks.

We are not all dumb why is the remittance account closed all of a sudden? University sef tried to even send the money to your account directly. . Am also a banker baba the account can be reopened temporarily for your own money to enter.

Nigerians and their victims mentality. So, she expected Roehampton university to pay the refund into any account provided to them even though the account was NOT the account from which they earlier received the inflow? For them to even finally agreed to pay the refund into a newly opened domiciliary account showed their consideration for her plight. Ordinarily, they were not supposed to pay the refund into any account that was not the originating account in the first instance. These institutions abroad have regards and respect for fine prints. They don't act the way we act here without control and due diligence. They have taken their time to go through her refund request and noticed lots of inconsistencies and abnormalities.

Polaris bank was also right in returning the fund. The reason for the inflow into the new dom account may have been narrated as "refund ". However, polaris bank did not see any outflow from the new dom account to warrant receipt of any "refund" inflow into it. This is purely how banks and financial systems works in many occasions. Refund has to go into the originating account that paid out the money, initially. We should not allow sentiments to mask our ignorance on certain issues. She is lucky that she was dealing with a UK institution. An American institution will not even entertain correspondences with her if she fails to provide the original account that paid out the school fees, coupled with the fact that the request is coming from a Nigerian subject, who are viewed from a fraudulent perspective, usually.
