It's before the judgement that people would be delivered up from different places like hell (or Hades or Sheol or grave), sea, death etc
In a nutshell, dead people would be raised up and be judged and some will be sent to "the lake of fire" after judgment.

The lake of fire symbolises something else and it shouldn't be taken literally. That's another topic for another day

Hell, grave, Hades and Sheol all means the same thing. There's no fire in hell. Nothing like hell fire. Everyone goes to hell. When Jesus died, he was in hell (grave).

In later times God's Holy Spirit enabled some in the congregation to reveal sacred secrets in strange language that's not understood by anyone but at the same time someone in the congregation will be given the interpretation so that what was spoken in secret could become known to those taking the lead in the congregation but when some began using this to make shows Paul warned them that there should be a reason before God's Holy Spirit could enable someone in the congregation to speak in such strange tongue so if anyone wants to do it without edification of the whole congregation let them do it in their private rooms not disrupting the peace in the congregation with the gibberish they're spewing:
