Looks like the hdd has shifted from it connector, open the back and check.

Check the settings in setup, or open the back and see whether the hard drive has shifted from it connector.

I changed the hard drive last month, and the issue stopped but as at last week, The issue is back again and even worst than the last time.

Please any idea on what I can do please. Thanks.

Every 15 minutes? I put it to you that this is not a hard drive issue, this is a corrupt Intel ME region issue.
It can be fixed, if you're in lag I can handle it for you.

A technician told me it's the power IC and I need to change it.

But he used to touch something inside it with his screwdriver and the system will switch on, but I just want to be sure that's the real issue with it.

He did it once when I first gave him to check it, then he did it like two times after that when system did not switch on, on different occasions, before he later told me I need to change the power IC and get a new battery because the battery is bad, it's (the battery) not even working anymore.

The HDD has possibly shaken as the first person said. I have experienced something similar in the past.
