Majority of the rot you see in Nigeria is caused by those who feed from the same Government, same people whom are paid with public funds are the worst of them all. In private sector, the day you leave is the day your salary and entitlement ends. In public sector, fellow citizens cheat the system for their own selfish interest. A lot of government workers both federal and states who have japa pretended to their employers that they are on study leaves. So they collect salary in Nigeria and use it to support their stay abroad.

The doctors might not even be aware of what is going on as they might no longer be using their Nigerian bank account and also might not be receiving credit alert due to change of phone number.

Reasonable take. I will never defend corrupt practices but also the news came out recently that Abia was owing 24 months salary (you can confirm this yourself with a search) Is it possible these people are collecting what is being owed?

I personally did my internship in 2018(not in Abia, but these payment issues cut across ) and I am still being owed years after and not just me , most of my colleagues. We have written numerous letters and even have a WhatsApp group till date chasing payments. Still nothing!

Of course most of us are not in the country and lots had to take loans to "japa" and also most of the value of money owed has been degraded i.e let's say 400 k owed 5 years ago even when paid does not have the same value.

If I get alert at the moment, I will count it as what is being owed!
Let them come out with the full story and not something for the headlines.

If owed salaries are to be paid,most times, they are paid once. Except this news is fabricated, a government paying a backlog of owed salaries knows when it is paying such.
