#900 per kg in gas station here in Lagos and not aburo street side vendors where 3kg is actually 2kg

Marketer are not so sincere with prices, judging from the percentage price increase you post here.
18 to 20M is a little above 11% increase. That should take the price of a KG which was 950naira in my area to just 1055naira but they are here selling at 1200. Too bad we are shouting government when we ourselves are cheating one another.
