There are intelligence units in the embassies /high commissions. He laid the foundation for the advisory, and it would be dereliction of duty not to forewarn those he represents there. So, he has done his job well. For the Nigerians in SA, "a word is enough for the wise."

Mr man, you don't know the level of crime and lawlessness in South Africa. A friend was robbed at gunpoint by a policeman, yes policeman, right there in the toilet at Johannesburg airport on his way back to Nigeria after attending a conference in Pretoria. In another incident, a man arriving from Nigeria at the same airport was trailed to the reception of the hotel in Johannesburg and murdered. So, the Nigeria high commission is in order - to be forewarned is to be forearmed.

Anyway, he did SA towns and cities a favour by limiting the chaos and litter that often follows Nigerian celebrations of any kind.

On point. In the 1970s the federal government forced civil servants to donate part of their salaries towards the liberation of South Africa. There were also large numbers of South Africans studying in Nigerian universities on full federal government scholarship. Other African countries also helped South Africans. At one point Tanzania, then classified as one of the poorest countries in the world, was hosting millions of South African refugees fleeing apartheid.
