There is nothing that says the NSA should be a retired security man. The whole NSA idea was borrowed from the US security architecture - and only tiny minority of NSAs in that country are ex-security men. This notion that the office of the NSA is (or should be) a comfortable retirement pasture for ex-security men is a purely Nigerian invention. It is not what the office was originally designed for.
