aribisala0:The job of a minister is not even mentioned in the constitution so as you have said, anyone can be a minister except for the attorney General that's specifically mentioned with the required experience. The idea of having a minister is to have someone to make and implement the policies of the administration in that particular sector. So, it is much better if you have someone with requisite experience managing the ministry. A good example is Adamu Adamu who later confessed to being out of his depth as Education minister. We also saw what happened with Fashola and presently Adelabu in the Power ministry. Knowledge of the particular sector is important especially in a developing country like Nigeria |

Kukutenla:That is your opiniion experience in Government is what matters. That is how countries we are pursuing work The parliamentary system works in most of the democratic world not the presidential system The only qualification to be a Minister is That you MUST win an election as a legislati Awolowo was a lawyer and the Finance Minister who was us through a war emerging without debt and currency intact because. He was patriotic and had government experience In that system ministers are shuffled regularly and are expected to be able to adopt briefs quickly. The Chinese develop young leaders by moving them.through different ministries no matter what they study. Often the most common. Degrees are politics or economics The most common degrees for UK Ministers are law and politics We are Talking countries that are way more advanced Now back with us we built Kainji Dam under that system,Niger Bridge under that system and or the military which also operated the same way. The military built our most enduring infrastructure So what you are saying is not something that has any backing in the real world. A politician like Wike who has been a councillor LGA chairman and governor is the best fit for any ministerial.job..Requisite experience is about HOW GOVERNMENT WORKS and HOW TO GET THINGS DONE .Not going to site and doing drama with sand and water Dangote does Not need to be a technocrat he can hire them in dozens. His job is to set the agenda of destination Being a technocrat can be a disadvantage when there are other technocrats who know more than you in the ministry but you have power and an ego |

DeLaRue:As long as the President has a shareholding in a company, there can never be a "proper question to ask". What would be appropriate is for Tinubu to divest himself from the company altogether to avoid a conflict of interest and allegations of nepotism and corruption. |

aribisala0:It is your own opinion that experience in govt is what matters. If that is to be the case, then civil servants of 25years service and upwards will be the best fit for Ministers since they have more experience in running govt. It is not for nothing that those with experience in certain fields have performed far better in ministries as head. The parliamentary system is totally different from the system we are discussing. The govt bureaucracy is involved and responsible for formulating policies and even head agencies in parliamentary systems while head of agencies in presidential systems are appointees of the President. This means that the bureaucracy is functionally more powerful than you have in a presidential system |
| Re: FEC Approves Construction Of Lagos-calabar Coastal Highway To Hitech by aribisala0(m): 2:49pm On Feb 27, 2024 |
Kukutenla:Civil.servants cannot be Ministers because they do not have political responsibility to voters. They are not elected and cannot be voted out. Clearly you are just talking ignorantly Inclement matter whether it parliamentary or not Ministers have the same responsibility If a Minister can do the job without being a technocrat in. Parliamentary system He can in a presidential system too. In the US A TODAY THE ENERGY SCRETARY STUDIED LAW UMAHI'S COUNTERPART STUDIED HISTORY |
| Re: FEC Approves Construction Of Lagos-calabar Coastal Highway To Hitech by Kukutenla: 3:07pm On Feb 27, 2024 |
aribisala0:There's nothing that says a civil servant can't be a Minister. That's the figment of your imagination. The president is at liberty to appoint anyone he deems fit as minister as long as such person meets the Constitutional requirement. There's no minister that was voted or can be removed via voting. Your claim that experience in govt is the most important places civil servants at the top of the pile where ministerial appointment will be concerned. You don't understand the point I'm making. In parliamentary system, the civil servants have more say in the running of govt than in presidential system. For example, the ambassadors are civil servants and not appointees in a parliamentary system. Policy formulation is also carried out by civil servants on parliamentary system unlike in presidential where they have nothing to do with such activities |
| Re: FEC Approves Construction Of Lagos-calabar Coastal Highway To Hitech by aribisala0(m): 4:00pm On Feb 27, 2024 |
Kukutenla:What nonsense are you saying ? Did I say a civil servant cannot become a Minister? If you cannot understand English that is your problem What I am saying is they cannot be a Civil Servant and Minister at the same time which is my understanding of your question. The point is simple. There is no special advantage Umahi brings by being an Engineer to the Minister of Works position. |

aribisala0:I'm sorry if you read faster than your ability to understand what is written. Umahi has already proven the special advantage by engaging new idea of road construction. You might hate that but it is what it is. There are multiple examples of round peg in round holes giving superb results in our polity. You need to open your mind to learn and.... Rest! |
| Re: FEC Approves Construction Of Lagos-calabar Coastal Highway To Hitech by aribisala0(m): 4:33pm On Feb 27, 2024 |
Kukutenla:There is no new idea of road construction Road Construction is going on all over the world Umahi did not invent road construction What road did he build in his career before he became a politician Where is that road today? All over the world in America France Britain they do not engage an Engineer as mimister to supervise roads. SHOW US ONE COUNTRY JUST ONE WHERE THAT IS HAPPENING All this talk of round pegs is nonsense That is not what the job of a Minister is |

aribisala0:Before you type, always read, read and read what you are responding to so it doesn't look like you are on some hot shite It is a new idea to construct roads using cement. Umahi used it in Ebonyi with mixed results. FG has never built roads using cement before now. Umahi was a civil engineer before he became gov. You can check his profile instead of just looking to denigrate his achievements in his chosen field. So are you saying engaging an Engineer to supervise roads is a bad thing? I don't get you. UK, US, France are developed countries with strong institutions. Nigeria has the opposite of what those countries have |
| Re: FEC Approves Construction Of Lagos-calabar Coastal Highway To Hitech by aribisala0(m): 5:06pm On Feb 27, 2024 |
Kukutenla:It is not a new idea How is it new? Concrete roads have been around since the 1940s Even in Nigeria Dangote has built concrete roads under tax waiver schemes Dangote has been talking about this long before Umahi and there are shorter concrete roads across Nigeria https://www.premiumtimesng.com/regional/north-central/437083-dangote-completes-nigerias-longest-concrete-road.html Stop this nonsense How can a Minister supervise roads ?What I am saying it is an aberration and not his job He does not have the capacity or time for that. This idea of round pegs is foolish |
| Re: FEC Approves Construction Of Lagos-calabar Coastal Highway To Hitech by Kukutenla: 5:22pm On Feb 27, 2024 |
aribisala0:Concrete roads have not been done by the FG before now. It is Umahi who is pushing for federal contractors to use concrete. Some of them have disagreed with him and he told them to sign a bond of 30 years durability for asphalt roads. Since you said the Minister should be more concerned about cost. Is that not a good cost saving technique coming from him? Why didn't the great Fash think of that for the 8 years he was in charge of that ministry? So what is the job of the Minister if you say it is an abberation for him to supervise roads. Even governors supervise roads. |
| Re: FEC Approves Construction Of Lagos-calabar Coastal Highway To Hitech by aribisala0(m): 6:25pm On Feb 27, 2024 |
Kukutenla:Can you stop shifting the goalposts and telling childish lies. You Whether FG or not it did not require an Engineer to preach about it It's most prominent advocate is Dangote The Apapa Oshodi expressway is a Federal road. It was refurbished with concrete THIS WAS DONE BY FASHOLA HE IS NOT AN ENGINEER So your claims are fiction and nonsense Federal government has used concrete, concrete is not a new idea ,It is not Umahi's idea |
