Scaling solutions built on top of Ethereum's Layer 1 (the main Ethereum blockchain) are called L2. L2 are to increase transaction speed and reduce gas fees. Layer 2 solutions include Polygon (formerly Matic), Optimism, and Arbitrum.

But for coins built on L1, on ETH gan gan, we call them ERC-20 tokens. You see tokens like UNI, LINK, Aave, etc. deployed on the eth chain and other chains too.

Not all coins built on Ethereum are layer 2, most of them are just tokens, some tokens could be used for dApps also, Layer 2 are those specific solutions designed to improve the functionality of Ethereum Blockchain as a whole, either for faster transaction, cheaper transactions or scalability solution to make large and big transactions seamless, ARB,MATIC and STRK are examples of Layer 2 on Ethereum.
