If you also notice, most words that start with Q always have U as a follow up e.g. Queue. Its versatility is few.

Transcribe those words you listed, try to pronounce and you would realize there's a difference.

You are pronouncing it alphabetically not phonetically that's the issue. In phonics letter Q doesn't sound qw but /k/ as in Qatar . When followed by U it becomes /kw/ as in Queen. Generally, alone Q sound same way as K and C which is /k/

You may be right about being able to substitute the letter to some extent but rules of phonemes may prove that wrong.

For example when you substitute K for Q, you are pronouncing another thing entirely if followed by a vowel.

To pronounce, you sound.
