It is a strange reaction to recapitalization news to buy the stock and bid up the price.

Isn't raising new equity usually dilutive to current shareholders? Especially when the fundamentals of the business aren't improving as fast as the share count. I think insurance could be big in the years to come, but short of investing the new shareholder funds in debt and capital markets (which those shareholders can do themselves), I just don't see the near-term allure.
