Who regulates public-company registrars, please? After trying to reach out to the registrar, if one has an unresolved complaint about that registrar's delay in dividend payment, who should that complaint go to? And how long is generally considered delayed?

Thanks. I know the SEC has ultimate regulatory oversight, but sometimes they require you first to go through a self-regulatory body -- a Competent Authority -- just like the NGX is for broker-dealers.
