Under 23: Immature due to underdeveloped frontal lobes especially the prefrontal cortex. Ask Gen Z.

@ 23: She must have graduated and have a career goal.
@28: She is experienced and mature to handle the rigours of life.

As for the time one should get married, it depends on a lot of factors. For women, the factors aren't much. But for a man, hmmmmm. I won't say much.

For a man, it has nothing to do with age. But for ladies, anything from 20 is fine.
