We met at the same work environment, but different employments

She is always calling me on phone, and if I don't call for a few days she will call and complain

And it's becoming a routine

After about three days of no call, she will call and ask me "why do you make me miss you like that?"

She is in a relationship
But is this normal?

Three days to Valentine's Day, I asked her to meet me on Valentine's Day and she said okay she would look for a venue though I eventually pulled out

Is this friendship or she means something more
