I feel you ought to have brought it to the fore before now and let banks know the implications. Not just make a decision that will affect the market. How then do we believe you when you come to say that no bank is distressed. You made a pronouncement in the middle of an ongoing recapitalization exercise, which you know will be a big blow to the industry. But, you don't care because you are the regulator.
