There are many things that could contribute to sudden development of diastema, and neither of them is the weather. She may have some undiagnosed issues with her dental health which was exacerbated when she moved abroad. It's best consulting with a dentist.

Dimples can be made artificially.There is a surgery for it. You can Google search it,Some new born mother's can create dimples on the cheek of their child when they are still babies when they are bathing them every morning,

Even some mother create bumbum dimples on their young babies by pressing two finger on the bumbum of their baby after bathing them, especially Yoruba mother's,l have that bumbum dimples and also some of my friends have it so if you really like it you can do it for babies on their cheek.

About 10 years ago a friend on mine to a sabbatical to attend a course in a university in the UK.

By the time she returned to Nigeria about 18 months later she had developed a gap in between her top front teeth which she had never had in the over 20 years I have known her.

Hers was caused by the cold weather

I've known full well since the 1990s from reading advanced science books backed by more Internet-based information that "cold and hot temperature" conditions like those you find in water usually cause the teeth to expand and contract while leaving microscopic cracks in the teeth.

However, I doubt if this cold weather you referenced can lead to something as prominent as a "gap tooth" which is usually present at birth and then is done artificially by some tribes called the "gap tooth tribes."

It would be interesting if hers truly was triggered by the cold weather in just 18 months of being in the United Kingdom for studies OR just an oral/gum disintegration due to a lack of Vitamin C intake, etc.
