Please understand, that the indegenous people of Lagos State as a whole is less than 10% of it's total population. Meaning of Lagos is truly 20m as it's postulated, 18m of it's population is made of non- indegenes. Therefore, If the postulated figure is taken,there are more than 500k people as non indegenous people in Lagos that can vote.
