I'm trying to fully grasp the basis of this Gold Reform Bill
we have the Petroleum Industry Act (2021) for oil and gas and Nigerian Minerals and Mining Act (2007) for solid minerals.

Section 44(3) of the 1999 Constitution (as amended) states:
"The entire property in and control of all minerals, mineral oils and natural gas in, under or upon any land in Nigeria... shall vest in the Government of the Federation..."

The FG, through the Nigerian Mining Cadastre Office, grants license to companies/bodies to mine/extract these solid minerals.

Just like NNPCL cannot unilaterally extract the crude/gas, so also the FG cannot mine solid minerals without collaboration...

The CBN also plans to boost reserves with gold (most likely gold from local refineries) like Emiefele began to do in 2020 (but hasn’t really taken off well). So Japul could place themselves strategically for this in the near future.
