It's a police officer involved in the beating that would have done the recording and even posting.
When I got convinced some Nigerian policemen are daft is them seeing their colleagues exposed on SM for bribery,summoned and disciplined, sometimes even outright dismissal,but the very next day you see another set of policemen doing the exact same thing!
