Next time you encounter the invalid promo code error (if you didn't enter any code) when trying to buy Closeout domains, try to use your Grey card (or any other card that uses a US billing address) for payment and change your IP to the US with a VPN also.

That's what I eventually did and it worked. I wasn't also charged taxes as I used to when using PayPal and my Nigerian address.
