The upside to the whole thing is that the provisioning is one off ( they cant provision it again this year even if they are still carrying the loan except they make a new one, which then shld be the fault of CBN because given the current stand i dont expect CBN to allow them make new loan to same entities). Additionally if the loan are paid iff or sold to other banks which Tony does not have influence over UBA then will have a substantial write back to profit.

The downside is the immediate sting of non payment of dividend which can be quite painful.

To the extent that there is movement of ₦187billion from the retained earnings account to an asset quality reserve which was the primary reason for the inability to pay dividends, there is certainly insider loan. It may be for other purposes other than the acquisition of SEPLAT.

UBA has once declined from above N60 to below N2 due to Tony's "exceptional items" when UBA reported a loss.

Uncle Agba i understand your perspective judging by the past of the players. my take is that current CBN wld not condone such (looking to Oba of Firstbank as clue) plus the fact that from the books, those provisioned loans are still performing but to defer to you anything is possible in this clime.

So what banks now do is to just make provisions for loans from profit available without any effort to recover the loan, and CBN will just facilitate it. While shareholders are the sacrificial lambs.

Going forward, the CBN needs to put a cap on how much these guys can get from the bank even if they have the highest shareholdings. The CBN shouldn't allow them to borrow from the bank in perpetuity because they have the largest shareholding or are a director and end up writing it off using profit from the business in the guise of bad debts etc.
I still don't understand why CBN would suggest or approve writing off insider debts with shareholders' money. Why should ordinary people be the ones paying off the debts of elites who live in Ikoyi mansions with properties and investments all over the World? This is another case of the elites/rich stealing from the poor. What efforts has the CBN made to get/force them to repay the loans? If this is not checked and stopped, it will become the norm across all banks. The directors will collect huge loans and not pay back... and then get written off with the money that should go to the ordinary shareholders.

May be there is something I don't understand ...

You want CBN to go into the loan recovery business? It's not their job to tell banks who to lend to, or to help them chase down who doesn't pay back.

What they're doing is the most effective way: Force insiders to pay for unpaid loans by suffering losses in their stock performance. And give other shareholders visibility into what insiders are doing. If you still be mugu and buy the stocks of banks with such key-person risk, na you know.

Over time -- and we're beginning to see it happen -- the banks with the better governance will earn higher valuation.

Another key reason I recommend reading the full report is this:
The loans referred to are not personal loans. They are corporate and production facilities granted to industries to drive job creation and economic growth. In Nigeria’s tough operating environment, some businesses can collapse, and the collateral securing these loans may sometimes be insufficient to fully recover the facilities.
This specific risk was properly highlighted and documented in the report.

I am even praying for Zenith to crash to sub 100. It can never get to my break even price of 64 again even if a recession comes. But sub 100 is very likely and I am waiting to buy more of its share at sub 100 . Mark down will take place on Monday triggering the massive offers as traders would want to take profits quickly before it goes further down in May, June n July.
