If he’s guilty, it’s probably not just iya-oloja. Before biometrics, it was kinda a known thing for people to travel with a relative’s passport, since the older system was easier to game, and biometrics later came in to curb that there were agents for this especially on the island and around the airport. So your assumption sounds pretty probable.
