A governor is not meant to know everything and that's why he has commissioners and advisers who are familiar with particular sectors. As a matter of fact, it's the local governments that are supposed to be the carriers of tradition.

An ijebu man is welcome in ogbomosho, while an ogbomosho man finds ekiti to be second home. Lagos is our collective heritage. We are not ibos who hate each other. An anambra man feels superior to the rest ibos, while an ebonyi man can't have a say in enugu. Same thing happens with their Osu caste system. An ekiti man can govern lagos so long he is yoruba. It is imperative that you understand what it means for a place to be cosmopolitan. Having Igbos, Yorubas, Fuanis etc living in one city does not make it cosmopolitan if this people have the same way of life. Meaning, if they all speak one language. The cosmopolitan nature comes in when people bring their languages and culture and make it a signature of the city.

Your second paragraph is also faulty because he will not be ruling only Yorubas but everyone who calls Lagos home.
