President's Public Assets Declaration: Yar'adua Worth N856m

PRESIDENT Umaru Yar'Adua is worth N856,452,892 in cash and landed properties, according to his assets declaration made public yesterday in Abuja. His liabilities as at last May 28 stood at N88,793,269.77. That was 24 hours to his inauguration.

Nineteen million naira of the assets belongs to his wife, Turai.
The public declaration of the assets is in fulfilment of his campaign promise to let Nigerians know how much he is owning.
However, the Code of Conduct Bureau reportedly advised him against the public declaration because, as it said, "such action would put pressure on other categories of public officials to do same even when the constitution makes the exercise a private matter."
Special Adviser to the President on Communications, Mr. Segun Adeniyi, who made the assets public said the president felt that "his campaign pledge to Nigerians (to make his assets declaration public) is a solemn commitment" that should not be violated by other exterior considerations.
Adeniyi said the President's action was "borne out of his conviction that the war against corruption cannot have meaning until those at the helm begin to live by example.
"Having weighed the two sides, the President has come to the conclusion that since he will not be breaking any law, he cannot go back on his promise to the nation."
While the president's total income from his assets stands at N18.7 million, that of his wife, according to the declaration made by the president, was put at N132,000.
The President's cash in bank which he said was derived from savings, campaign contributions and post campaign contributions was put at N7.5 million.
A breakdown of the assets declaration shows that the President has a total of N43,702,892.43 as cash in bank, being remuneration, savings, campaign and post campaign contributions lodged with the Bank PHB.
Details show that while a total of N26,602,681.00 stands as credit at the Bank PHB, Nagogo Road, Katsina State branch, N12,000,264.21 is in the Apapa, Lagos State branch. Also, a total of N4,999,947.22 is at the head office of the bank in Kaduna.
The President declared a total of N88,793,269.77 as his liabilities, being cash in Nigerian banks as loans and debit at the Imani Estate, Maitama, Abuja branch of Unity Bank Plc (formerly Intercity Bank). These are in two accounts of N26,817,362.19 and N61,975,907.58 respectively.
President Yar'Adua's built-up, vacant and undeveloped plots, are valued at N577,000,000 and they include his family compound at Yar'Adua Quarters in Katsina State, valued at N105,000,000, a property he said he acquired through inheritance in November 1997.
He also declared a multi-storey building at A8 Wuse 2, Abuja with total value of N212,000,000. The land for the plot was granted by the Federal Government to him in 1988.
Another duplex declared by the president and situated at Malali, Kaduna State with a value of N120,000,000 was said to have been given to him by his late elder brother, Major-General Shehu Musa Yar'Adua. It was originally a three-bedroom bungalow. The President also owns a seven-bedroom duplex at 2, Lema Jubril Close valued at N90,000,000 that was built from savings in 1987.
He also owns a vacant plot at Asokoro New Layout in Abuja valued at N50,000,000. This, like the other property he owns in Wuse district of Abuja, was granted him by the Federal Government in 1998.
Apart from these, President Yar'Adua owns two farms worth N25,000,000 in Katsina State. One is located at Ruwan Godiya in Faskari Local Government of Katsina State valued at N10,000,000 that was acquired in 1982 while another farmland and orchard also located at Ajiwa, Batagarawa Local Government in Katsina State is worth N15,000,000. It was acquired in 1993.
President Yar'Adua, by his declaration, is a share holder with 2,000,000 units of shares of Habib Bank acquired in 1998. They are in the process of being converted to Bank PHB; 100,000 unit of shares of Intercity Bank Plc also in the process of conversion to Unity Bank Plc and another 100,000 units of shares of Muradi Hotels Limited. The location of the hotel was not stated in the form. The president is a proud owner of vehicles worth N181,250,000.
Of these, 29 of the cars are new, worth N174,700,000 and are parked in Katsina and Abuja. These are campaign vehicles. He also owns a Honda Accord car worth N350,000 and a Mercedes Benz worth another N6,500,000.

Vice President Goodluck Ebele Jonathan-PDP
Jonathan publishes assets, worth N295m
From Madu Onuorah, Abuja
The Guardian Online
Thursday, August 9 2007.

VICE President Goodluck Jonathan yesterday succumbed to public demand that he release the details of the assets he declared before the Code of Conduct Bureau. In a statement made available to journalists in Abuja, the Vice President put his total assets at N295, 304, 420.

On June 28, 2007, President Umaru Musa Yar'Adua published details of his assets, which he put at N856.64 million.

Details of the assets, which Jonathan declared on May 30, 2007 before Justice Muktar N. Dodo of the Abuja High Court, show that the Vice President has no foreign account or assets.

Senior Special Assistant to the Vice President (Media and Communications), Mr. Ima Niboro, who released the details of the assets to journalists at the Presidential Villa, Abuja, said in a press statement: "This merely shows that in the affairs of man, there comes a time when even the law must take a second place, and the public mood must define our actions."

Niboro added: "To the Vice President, this is such a time, hence the choice to send you a copy of his declaration for publication. There is nothing to hide, as you can very well see!"

A breakdown of the assets showed that the Vice President's private buildings are worth N67, 990,000. These include a four-bedroom duplex in Kpansia, Yenagoa, valued at N15 million, a four-flat storey extension of the family house in Yenagoa, the Bayelsa State capital, valued at N10 million and a four-flat storey building at Otuoke, Ogbia Local Council, which was bombed days before his inauguration as Vice President, valued at N18 million. There is also a five-bedroom personal residence in Gwarinpa, Abuja, worth N24.99 million.

Under the vehicles and household items, Jonathan declared a total assets of N41.8 million. They include a BMW car in Abuja valued at N15 million, generators, electronics, air conditioners, furniture, kitchen utensils and others in Kpansia, Yenagoa, Otuoke, and Gwarimpa costed at N26 million. The BMW was declared as a gift while the other items were said to be gift or procured from savings.

He also declared some vacant and undeveloped plots as worth N60.538 million. They include five undeveloped plots of land in Bayelsa State, two undeveloped plots of land in Cadastral Zone BO2 and AO6 in Abuja .

Jonathan listed N62, 072, 200 million as accruing from income yielding investments. This comprises investments in stocks managed by City-Code Trust and Investment Company Limited. He categorised them as 16 different stocks in Nigerian blue-chip companies.

The Vice President said that he has four 16-seater passengers' boats for hiring by companies and other agencies.

According to him, total cash in Nigerian banks (Bank PHB, Union Bank of Nigeria Plc, UBA and others is N58.984 million. He stated that the total income includes personal savings and income from his investments, among them performing stocks and hiring of the boats.

Niboro said that the assets declared did not include those of Jonathan's wife, because "the wife of the Vice President is a public officer, being on the staff of the Bayelsa State Ministry of Education, Yenagoa."

"She could, on her own, being in service, declare her assets through laid-down procedures," he added.

Niboro added that Jonathan's children, being under the mandatory age of 18, do not own assets.

Noting the controversy that Jonathan's reluctance at releasing the assets had caused, Niboro said: "There is no question that the issue of the publication of the Vice President's assets declaration has been the source of vigorous debate in the mass media in the past week or so. There have been strong opinions on both sides of this emerging, if unnecessary, divide."

He added: "His Excellency, the Vice President, is a firm believer in the rule of law, and this has guided his conduct in public office through the years. It is this belief that also guided his position that having fulfilled the requirements of the law by declaring his assets for a total of seven times, there was no point in going further to publish the declaration."

The Vice President's aide regretted that "this position has generated an unfortunate storm, which is not only distractive but also quite unnecessary. We are worried that some newspapers and citizens we hold in high esteem have joined the fray. To the Vice President, this is such a time, hence the choice to send you a copy of his declaration for publication. There is nothing to hide, as you can very well see."

Jonathan's failure to release the details of his assets had generated a storm particularly because President Yar'Adua had set the standard by making his own public.

The public, which had lauded the President's action, had expressed concern that the moral high ground on which the government could proceed with its avowed anti-graft war would be undermined if the Vice President did not follow suit.

The Code of Conduct Act, which prescribes the declaration of assets for public officers, is silent on whether the document should be made public or not, therefore leaving it at the discretion of the affected persons.

Jonathan, had in the defence of his decision not to make the assets public, cited the bombing of his country home in Yenagoa shortly before he took office as a strong disincentive.

He also challenged key officials of the opposition party, the Action Congress (AC), which had been at the forefront of the campaign, to also make public their assets.

Jonathan particularly threw the challenge at the current Lagos State Governor Babatunde Raji Fashola, his predecessor Bola Ahmed Tinubu, and AC's national spokesman, Lai Mohammed.

None of them is yet to accede to the request.

None of them told us to wait for Code of Conduct Bureau. Both men assets were published by their respective Media Aides. What stops "Mr integrity" Buhari from publishing details of his asset and those of Aisha?

AC/APC SpokesmanLai Mohammed.- July 2007 on Asset Declaration Call
“We will stick to the issues by renewing our call on His Excellency, Vice President Goodluck Jonathan, to toe the path of honour by publishing the assets he has now declared seven times in line with the leadership shown by his boss, President Umaru Yar'Adua.
Those at the helm of the nation's affairs owe it a duty to the citizens who supposedly elected them, not only to be transparent, but also to be seen to be so. The leadership of the country has shown the way and it is only honourable not necessarily as a matter of law for members of his team to follow suit. It is therefore imperative, not even mandated by law, for the VP to stop hiding behind one finger and publish his assets declaration immediately”.

How much is GEJ worth after he left office? Besides the aim of asset declaration is to guide against enriching oneself with public funds while in office.

As being declared above, I want in due time that PMB would put this matter to rest once and for all.

It's a very straightforward matter. Buhari doesn't need to go through "any process" to publicly declare his asset. He needs to send same details he gave to CCB to the media. He should learn from Yar'adua and Jonathan
