Its either the op was the one that reseached that statement for Buhari or he is a spin doctor out to deceive the gullibles. From your quote of the statement, Buhari was refering to Obama first tenure. That started in 2008/2009. So why are you then basing most of your posts on his second tenure 2012/2013.
By Jan 4 2009 when Obama was sworn in for the first time, 98% of his ministers and other aides were already nominated by him awaiting confirmation by the Senate. Buhari has been sworn in almost two months now yet not even 4% of his aides have been appointed.

It would be partisan and a disservice if the other thread was moved to the front page, and this counter thread is not moved to balance the views.

Eliminate frustration by placing value on what you have. Use what you have as the means to get what it could fetch you.

What is with Nigerians and comparisons with America..are Nigerians under an illusion or what?..of all countries to compare ourselves with?

If September is the month Buhari is certain that he would have found the right individuals fit for national service, then no problem as we've waited this long already. He needs to carefully take his time, to avoid appointing corrupt and selfish individuals into government.

For all the 'speed' of GEJ, he succeeded in setting Nigeria back.

We should be careful of how we take news from the self-acclaimed oppositions on Nairaland, who post half-truths in a bid to embellish their evil vendetta. Unfortunately, due to disjointed analysis and basic incompetence on many levels, the opposition I'm afraid have succeeded in making a mockery of their role as a viable alternative.

Now before we proceed, let us examine what President Buhari actually said which was also corroborated by the accuser in chief

Pause and take a moment to note the keywords "did not have his full cabinet". Another factor to note before we continue is that, nominating a member of cabinet doesn't mean automatic confirmation by the senate, the case of Thomas Perez the Secretary of Labor is classic example. Let us remember the keyword "full cabinet in place", lest we digress from the focus of this riposte.

On November 6, 2012, Obama won 332 electoral votes, exceeding the 270 required for him to be reelected as president. A private swearing-in ceremony took place on Sunday, January 20, 2013 in the Blue Room of the White House. A public ceremony took place on Monday, January 21, 2013 at the United States Capitol building.

Gary Locke (2009-2011) - Secretary of Commerce
Former Washington Governor Gary Locke was designated as the third Commerce nominee, multiple media outlets reported on February 23, 2009. An official announcement was made at a press conference with Locke and President Obama. After confirmation on March 24, Locke became the first Chinese American Secretary of Commerce, and the third Asian American in Obama's cabinet, joining Energy Secretary Steven Chu and Veterans Affairs Secretary Eric Shinseki, the most of any administration in United States history.

3 months after inauguration

Kathleen Sebelius (2009-2014) - Secretary of Health and Human Services
On March 2, 2009, President Barack Obama introduced Kansas Governor Kathleen Sebelius as his choice to fill the office of Secretary of Health and Human Services. Sebelius was confirmed by the United States Senate on April 28, 2009 amid the swine flu health crisis.

In April 2013, after the rocky start of HealthCare.gov, the website set up to enroll Americans in insurance exchanges, Sebelius decided to resign as Secretary as according to Sebelius the March 31, 2014 deadline for sign-ups under the health care law provided an opportunity for change so that Obama would be best served by someone who was not the target of so much political ire.

5months after inauguration

Sally Jewell (2013-present) - Secretary of the Interior
On February 6, 2013, President Obama nominated the CEO of REI, Sally Jewell, as Secretary of the Interior. The Senate confirmed Jewell's nomination by an 87-11 vote on April 10, 2013.

4 months after inauguration

Penny Pritzker (2013-present) - Secretary of Commerce
On May 2, 2013, President Obama announced the nomination of hotel magnate Penny Pritzker as Secretary of Commerce. On June 10, 2013 the Commerce, Science and Technology Committee unanimously approved Pritzker's nomination. On June 25, 2013 Pritzker was confirmed by the full Senate on June 25, by a vote of 97 to 1.

6 months after inauguration

Thomas Perez (2013−present) - Secretary of Labor
On January 9, 2013, Hilda Solis announced she would not stay on for Obama's second term and that she was resigning. On March 18, 2013, President Obama nominated assistant U.S. Attorney General Thomas Perez for labor secretary.

Republicans oppose the nomination because they see him as a "committed ideologue". On May 16, 2013 Perez's nomination was endorsed by the committee along party lines. The vote sends the nomination to the Senate floor.

On July 18, 2013 Perez was confirmed as labor secretary after senators reached a deal to avert changing the chamber’s rules and which on July 17 saw the Senate vote to move forward with a vote on Perez, with his nomination getting 60 votes to break the filibuster. The Senate ultimately confirmed Perez on a party-line vote, 54-46.

7 months after inauguration

Anthony Foxx (2013-present) - Secretary of Transportation
Anthony Foxx, Mayor of Charlotte, North Carolina was nominated by President Barack Obama on April 29, 2013, to succeed Ray LaHood. On June 10, 2013 the Commerce, Science and Technology Committee unanimously approved Foxx's nomination. On June 27, 2013 Foxx was unanimously (100-0) confirmed by the U.S. Senate. Foxx was sworn in on July 2, as the 17th Secretary of Transportation.

This is a rather disjointed post by the OP.While Obama's first cabinet wasn't totally filled until some months after his inauguration,he indeed started making his nominations December 2008,a month before he was sworn in.
As for those that came in during the second term, none of those cabinet positions were vacant until their approval by the US Senate.Heck,Eric Holder had to stay on for months past his due resignation cos his replacement was not approved on time by the Republican-led Senate.
Let's keep things in clear context here, everything musn't be viewed from partisan perspective.

Everyone on Nairaland knows Barcanista to be an ambidextrous individual with a knack for myopic swevens based on hear-says and mere trumpery. He is constantly making face-saving ripostes, in a bid to launder an already quomodocunquized reputation, while constantly making spontaneous panegyric eulogy about GEJ. While with the same warped logic, slags President Buhari, whose only crime is ousting the non-performing incumbent in a free and fair election.

classic lies from a sneaky hater.
U should read before commenting. 2008 was Obama's first term and he didn't immediately appoint his full cabinet as the other article was trying to make us believe. in the same vein, Buhari has also appointed certain persons to work with and already we are seeing results.

The problem about complaining about the slightest trivial issues is that when its time to talk about serious issues nobody will take you seriously.
And no, you don't need to tell lies- you can not by any stretch of imagination be a Buhari supporter. You only deceiving yourself.

All you have written does not make PMB's statement that "Obama didn't have his FULL cabinet several months after first taking office" wrong. Or does it? This is the crux of the matter.

Why disturb yourself researching to counter what a jobless petty politician wrote.

Barcanista will remain pained for cross carpeting when Buhari was close to victory.

His calculations were wrong and he will keep regretting the move. The only way to feel better and relevant is to keep writing the crap he writes for a living.

He is interested in the cabinet not for the good of the nation but for him to write about how corrupt they are when named.

Unfortunately, due diligence is going on to know what is really happening before naming anybody.

Like I predicted, he is tending towards sounding like a town crier and the Wailer in Chief.
