I intend to make this as simple as possible, S.58 of the 1999 Constitution provides for the mode of exercising legislative power in general as follows:

(1) The power of the National Assembly to make laws shall be exercised by bills passed by both the Senate and the House of Representatives and, except as otherwise provided by subsection (5) of this section, assented to by the President.

(2) A bill may originate in either the Senate or the House of Representatives and shall not become law unless it has been passed and, except as otherwise provided by this section and section 59 of this Constitution, assented to in accordance with the provisions of this section.

(3) Where a bill has been passed by the House in which it originated, it shall be sent to the other House, and it shall be presented to the President for assent when it has been passed by that other House and agreement has been reached between the two Houses on any amendment made on it.

(4) Where a bill is presented to the President for assent, he shall within thirty days thereof signify that he assents or that he withholds assent.

(5) [b] Where the President withholds his assent and the bill is again passed by each House by two-thirds majority, the bill shall become law and the assent of the President shall not be required [\b]

They should do so for the Speaker of each state house of Assemblies and Judges too. They should flow it down to the Chairmen too. They should immune INEC chairman and commissioners too and probably the service chiefs.

How is that possible? the law doesn't work that way bro. the President has to sign it into law. That's why there are three arms of government, to check and counter balance one another.


The law works that way, Bro. If the president refuse to assent to a bill, the law say they wait 60 0r so days and get 2/3 vote to make it an act and if the president fights even further they can technically impeach him by refusing to work on the 2016 budget until middle of the year like July when the 'spend 50% of the preceeding year budget ceases to exist.

thank you for the enlightenment. does that also apply to bills seeking to amend a part of the constitution, because I believe granting such immunity will be an amendment of the constitution. I think.

Which yeye masses!! Count me out!!! Since the president has chosen to abuse his powers he needs to be taught some lessons!! Immunity for the NASS leadership is better than having a rubber stamp legislature which can easily be intimidated and made to dance to the whims and caprices of the executive!!

This is a brilliant move by NASS.

If Buhari rejects it, then he will unknowingly e telling Nigerians indirectly, that no arm of government should benefit from immunity, including the presidency.

Buhari cannot deny the other arms of government immunity, while holding onto his.
