Anambra state business men are already having a tough time with the customs in the state on the amt of cash and dollar they must be carrying for their biz. I'm not trying to hold brief for them. But I think they are legitimate traders who are looking for a way to pay their foreign suppliers as a result of CBN policy on foreign exchange transactions. The maximum withdrawal from ATM outside the Country is $200 or $300 depending on the Bank. Nigerians will always look for a easy way out, otherwise they don't need to go through all this hazzles.
