Paypal for payment? Goto www.PayPal.com create a new account, select personal account from the option.
For withdrawal, I guess you are in Nigeria right? If yes, then Nigerian PayPal account is yet to have the withdrawal feature enabled.
To withdraw your fund, kindly contact Legalwealth, Solbash11, justi4jesu, Hisenjos etc. They will help you to withdraw or receive PayPal fund and pay the naira equivalent into your provided bank account.
