I agree with you but he left the balance in bond, euro bonds and other investments. What Obiano has just done is to prove that he didn't meet raw cash of 75b. But the 75b is represented in other forms of investments. Its a win-win for Anambra.

I do not agree with that part because every debt stats from past 5yrs till now has always placed Anambra on the list of states with the lowest debt profile. Debt issue cannot be hidden by anybody. So I therefore fault that part.

Breaking News : Obi Left N9 Billion Not 75billion as Speculated -ANSG

…. Obiano inherited a total contract sum for all projects of N185.1Billion Obiano Anambra state government today, 14th November 2015, addressed the contentious issue of whether the immediate past administration of Mr. Peter Obi left N75 Billion in the coffers of the state government while leaving office 19 months ago saying that he left N9 Billion liquid cash and not the N75 Billion as been speculated. The former governor had claimed while leaving office after two terms that he kept N75Billion in government coffers for his successor, Chief Willie Obiano. The claim became controversial when some officials of the present administration led by Obiano tried to dispute it late last year in hushed voices.

At a media briefing inside the conference room of the government house in Awka, the Secretary to the State Government (SSG) Prof. Solo Chukwulobelu flanked by other members of the State Executive Council (SEC) said that the Obi administration as at March 2014 upon handover had approximately a cash balance of N9.0 Billion left in the coffers, while local and foreign investments, refunds and bank balances stood at N75.0 Billion. He said that there were equity investments made by the previous administration captured in its handover note which have potential to earn money but are not tradable, while there are yet other assets that are tradable and could be converted to cash but have not. He also said that there were expenses made on counterpart funding which the previous administration made in other to get money from donor agencies and that these monies didn’t yield anything. Moreover, he said that the Obiano administration was yet to assess the $155m foreign currency investment the state made in Eurobonds and other foreign denominated securities held with Access Bank, Fidelity Bank and Diamond Bank and that given the current decline in Nigeria capital markets, this portfolio of Eurobonds had a market value of approximately $132m (26.4B) reflective of prices dated September 21, 2015. “If Anambra State Government (ANSG) were to liquidate the portfolio, the state would incur a US $ loss of US $32m (14.8%) a Naira loss of N100M, respectively”, he said. The Obiano administration he said had appointed a reputable investment banking firm named Afrinvest West Africa Limited to optimally manage the investment portfolio. Prof. Chukwulobelu said the Obiano administration inherited a total contract sum for all projects totaling N185.1Billion from Peter Obi’s administration, paid #35.1 Billion on these inherited projects between March 2014 and August 2015, while the sum of N11.7Billion had been paid for projects initiated by him directly. He refuted insinuations that it was from the #75Billion left by Obi for his successor that he uses to pay salaries of workers without applying for bailout from Federal government. He said that the feat was rather fallout of prudent management of the state government’s Internally Generated Revenue (IGR) which rose from #500M from his assumption of office to #1.5Billion monthly as well as resources from the federation account.

I think he said it was based on the last minute awarded contracts not liquid loan collected. Anyway. I will post the article.

Beside,I wonder what Obiano is trying to achieve with this report. He said it during his inauguration, that his govt is a continuity one. Other state govts left huge debts in their states and nothing has happened.
What crime did Obi committed by leaving penny ? Pls,we should move on. Afterall,Obiano is the governor now and not Obi. We should be more concern with the present and not the past...

Obiano denies Obi’s N75 billion handover.

The Anambra state governor Chief Willie Obiano has declared in Awka, that the Peter Obi Administration did not handed over N75 billion to it as claimed.
The Governor who spoke through the Secretary to the State Government, Prof Solo Chukwulobelu, at the Conference Hall of the Government House described the claim as untrue.
He advised the public to discountenance the claim because “it doesn’t exist”
Prof Chukwulobelu said instead the state government inherited a total contract sum of N185.1 billion as liability from the Obi administration.
According to him, what Obi handed over was N9billion in the bank, adding however that the Willie Obiano administration had not spent from that amount.

He explained that all the funds so far spent by the Governor Obiano in running the affairs of the state were strictly restricted to the fund generated by his administration.
Prof Chukwulobelu, said the explanation which was being made 19 months after the handover become pertinent because of the rumour associated with the N75 billion was gaining both in the social and traditional media.
He said “in the real sense what the Obiano administration inherited from Obi was N9billion cash and N26billion near cash”
“Based on the figures detailed above which are taken from the handover notes from the previous administration to the current administration, it is evident that the actual and voluntary cash investments made by the previous administration amounts to approximately N35.5billion consisting of mobilization paid on contracts for shopping malls and hotels, cost of two business parks in Onitsha, investments in Eurobonds, amongst a few others”
“Items such as counterpart funds held jointly with domestic development finance institutions, land contributions, FGN refunds differences in bank balances and investments made directly by the federal government on behalf of the three (3) tiers of government totaling approximately N39.5bliilon have been reclassified as “illiquid investments”“FGN receivables” and “involuntary investments”
“However, to provide a true and fair picture of the state’s net position on March 17, 2014, the investments handover notes ought to have captured current liabilities and contingent liabilities also borne by the previous administration as at the time of handover”
“To put this context, the total portfolio of inherited projects valued at approximately N185 billion was however not captured in the breakdown of the handover notes”

How can someone wake up after 18months to tell us Obi left nothing that Anambra was owing 185Billion? Poor planning..

When series of works were on hold, We sensed Red-Bank Alert.... We contacted Ifeanyi Aniagor EA on Media, he said after raining season work would start.. It wasn't far before flyovers contract was inflated from 5billion to 15billion....it happened.... I complained, SpaceTour, Yeske2 and co insulted me.... Obiano borrowed 10billion last month secretly to pay workers..... State House of Assembly stopped him from getting second loan, that's how we got know 'our money' has finished.... It's a pity for our champaigne Governor!

ISSUES WARRANTING OUR OBSERVATIONS, ADVICE & COMMENDATION.

The leadership of International Society for Civil Liberties & the Rule of Law - Intersociety wishes to write Your Excellency over the above subject.

5. PETER OBI'S N86.65 BILLION CASH & INVESTMENTS IN OFFICE:
As Your Excellency may be aware, some faceless groups believed to have been sponsored by malicious politicians have
described Mr. Peter Obi’s N86.65 Billion worth of cash and investments left for the State as a fiction. Our re-investigation of the matter clearly showed that what Obi left in office is N86.65 Billion and not N75 Billion as he earlier declared on 8th of March, 2014 during his public steward
presentation. The breakdown of our re-investigated figure is as follows:

1. Local Investments in SABMiller, Independent Power Project, Orient Petroleum, Agulu, Awka & Onitsha Hotels as at 17 th of March, 2014, N27 billion.

2. Foreign Currency Investments (external bonds with due dates & interests) spread in Diamond, Access and Fidelity Banks as at 17th day of March, 2014, $156 million or N26.5 billion.

3. Certified State / MDAs / MDGs’ cash balances as of the date under reference, N28.165 billion.

4. Federal Government of Nigeria’s approved refund for federal roads done and completed on its behalf by the Government of Anambra State as at 17th day of March, 2014, N10 billion.

5. These bring the grand total to N91, 65 billion. When deducted from the received and paid certificates of already executed projects of N5 billion, the total remaining balance as at 17th day of March, 2014 is put at N86.665 billion.

Though, in the course of our re-investigation, we saw relevant government and bank documents
that detailed the said investments and cash, but there is need for Your Excellency to speak publicly on the issue.
We also saw the gubernatorial handover letter from Mr. Peter Obi to Your Excellency, wherein the breakdown of
the cash and investment credit was clearly given. We believe that three weeks plus, which Your Excellency’s new government has lasted, is enough to verify the authenticity or otherwise of
Mr. Peter Obi’s cash and investment credit of N86.65Billion contained in the handover note he handed over to Your Excellency. There is public need for Your Excellency to speak today because today it is Mr. Peter Obi being lied against,
tomorrow, it could be Chief Willie Obiano.

Following from these, our sacred questions are:

1. Did Peter Obi owe arrears to retired and serving work force both at State and LGA levels as at 17 th of March, 2014?

2. Did he owe State contractors over satisfactorily and certified executed projects of any type?

3. Did he leave the State in huge domestic and foreign indebtedness?

4. Did he leave any MDAs and MDGs cash of N28.165 Billion as at 17th of March, 2014?

5. Did he buy foreign currency bonds of $156 Million or N26.5 Billion for the State? If yes, where are they located?

6. What about the State investments of N27 Billion? Do they exist or are they a fiction?

6. Is there any Federal Government approved refund of N10 Billion for federal roads done on its behalf by the Government of Anambra State?

On a related premise, we pray Your Excellency to concern Your Excellency’s attention on “economic governance” and avoid being drawn into “political governance” by detractors and enemies of the State. The like of Imo State is
already on a doomed path because its gubernatorial elected public office holders abandoned the hallowed governance path and crashed unto “political governance” path. Today in Imo State, it is “debt, debt, debt and debt” all over the place. A House of Assembly speaker now reportedly awards road contracts. Political charlatans appear to have been on rampage in the State!

Avoid Sir, people who want to create friction between you and your predecessor. Anambra People are inpatient and intolerant to showbiz and propagandist public governance. Making things happening on positive side, moment by moment, gladdens their heart and catapults the popularity of the achiever to the hall of fame.

Some quarters have raised accusing fingers at Your Excellency’s camp as the sponsors of the faceless groups under reference. But we still cannot fathom what that will add to Your Excellency’s political values as well as the collective well being of the people of Anambra State if Your Excellency’s accusers are right.

For instance, assuming, but not conceding that Your Excellency’s camp is behind the sponsorship of the faceless groups, does it mean that leaving a whopping credit of N86.65 Billion for the State is a crime?

Will Your Excellency wish to leave Anambra in huge deficits at the end of Your Excellency’s tenure?

These questions have further made it imperative for Your Excellency’s urgent public pronouncement on the said matter so as to rest it once and for all. We congratulate Your Excellency for a good
start.

I can only but laugh..

I will only blame Peter Obi for giving us THIEF.....in bank uniform.

How can someone wake up after 18months to tell us Obi left nothing that Anambra was owing 185Billion? Poor planning..

When series of works were on hold, We sensed Red-Bank Alert.... We contacted Ifeanyi Aniagor EA on Media, he said after raining season work would start.. It wasn't far before flyovers contract was inflated from 5billion to 15billion....it happened.... I complained, SpaceTour, Yeske2 and co insulted me.... Obiano borrowed 10billion last month secretly to pay workers..... State House of Assembly stopped him from getting second loan, that's how we got know 'our money' has finished.... It's a pity for our champaigne Governor!


Obi and his cabinent memmbers left handover note. Please, you people should stop mentioning me here.
