I was planning to re-fire after my December 2014 visa rejection only for a Fanshawe College representative to inform me that i ''cannot'' be issued a visa.
Reason, the VOs were given instructions not to accent to applicants who left academic studies for a time frame of five [5] years and above. In my case its fifteen [15] years now. Could this be absolutely true?

The bolded can't be true. Several applicants on the thread got their TRVs even after having been out of school for five years or more. Every candidate is different and unique... VOs are not idiots so visas are likely adjudicated on a case-by-case basis as long as certain basic conditions are met. But given that you are 40-years old going for a PGD/Diploma, you are a complex applicant and the burden of proof is solely on you to prove to the VO that this is not just a desperate ploy to flee Nigeria. They will not grant visas to people who might stay back illegally in Canada after the end of an authorized stay. You will have to flat out think like a VO and flat out state why you want to pursue whatever program in spite of your age & education gap. You have to dispel any doubt that you know will likely arise in the mind of the VO.

Your work is cut out for you, although you should also be pragmatic and evaluate if you indeed can convince the VO (with proof). The ball is in your court.

Just explain that you have been working and describe the work very briefly. Pretty much whatever explanation is both true and rationally jives with the rest of your application and documents. Think of your whole application as a story. Every sentence and detail in your application should reinforce the story of your application.

In fact before i meet the Fanshawe Rep. i got my GCMS file which came with lots of twists. The VO made mention that lots of documents that i submitted were not seen. I will forward it here shortly.
But if you are in my shoes, what will you be doing? Let me not say am running out of ideas.

If I were in your shoes (and given that I don't know anything about your application about from what you stated here), I would read at least one or two parts of the thread (e.g. Part 7 and/or Part 8 ). Seriously. Learning about other people's stories and strategies can be immensely beneficial. I personally read all of Parts 5-9 in order to maximize my siblings' TRV chances (tho I initially only read one part over two or three weeks and then over two months did the rest).

Also, if I were in your shoes I would brainstorm "what could I do in my next application that would make it easy for the VO to see all of my documents?". You might have to think about different ways to organize or tag the documents you submit e.g. referring to other documents in your SOP and any other submitted document that you wrote, including a Table of Contents that is clear and easy to follow, etc.

Also, if I were in your shoes I would brainstorm to ask myself "why do I want to study XYZ course in Canada?". I would temporarily ignore the fact that I may also like to enjoy life in Canada after I graduate but would think about what I would/could do in Nigeria with my Canada education. I would think very aspirationally about this and come up with a specific plan of action of what I want to do in Naija with that Canada education and how my experience and age give me a real-world strategic advantage to implement this (compared to younger people without experience on their side). I would also consider "Do I have enough strategic proof (that I can present to a VO) to buttress the real-world experience that I say would give me a advantage to implement my post-Canada-education plans?".

If I can come up with convincing responses to the above, then I would package my application accordingly -- making sure that my application is an easily digestible story that straightfowardly conveys all my convincing reasons -- and reapply. If not, then I won't waste my money.

But you will need to be pragmatic, objective, and stone-cold rational to pull this off. Doing all this will take you likely a month or two or more (depending on how introspective you are). You might have to write down your thoughts on these everyday, and then evaluate them all at a later date, and possibly in conjunction with one or two other stone-cold rational persons.

The GCMS file reads:-

38 years old, single, no children. No family ties to home country. Admission to graduate certificate in Global Business Management with Centennial College, obtained Diploma in Mass Communication in 2000, self employed since April 2010. No evidence of employment provided, Nature of business unclear. No evidence of income provided. No evidence of personal funds provided. Limited financial and professional ties to home country. Sponsored by sister. No relationship to sponsor provided. App has been out of studies for 14 years. Unclear why App wants to return to studies. Concerns with purpose of studies. Does not appear to fall in line with previous studies or employment.

Based on the evidence provided I am not satisfied App has sufficient ties to compel return to home country. Based on the evidence provided I am not satisfied App is a genuine student who would depart at the end of authourised stay. Refused.

I was pinned to the ground as the VO kept on referring to documents i included as being absent. All the documents he/she mentioned as being absent were included, even a detailed CV and letters of recommendations.
I believe I can do better now but I will need your good help.

Been done with school for a bit. I live in the country just south of the Canadian border lol. I found this thread a few months ago while trying to help two siblings get their TRV... they both got it and will be starting school in Ontario this winter. Thx for asking. I see you are in Alberta.
