FORMERAviation Minis­ter, Femi Fani-Kayode has said former president Good­luck Jonathan was forced to buy arms with cash because of the embargo placed on arms purchase.
Speaking as a guest on Channels Television’s breakfast programme, Sun­rise Daily, Fani-kayode dis­missed a statement credited to President Muhammadu Buhari, who said Jonathan bought arms with raw cash. The former minister said contrary to the impression the present administration wants to create in the minds of Nigerians; there was nothing wrong with buying arms with cash under the previous administration. He explained that the embargo placed on arms purchase by western countries like the United States of America forced Jonathan to purchase arms with cash.
He said: “There was an embargo on arms purchase in Nigeria and the military needed the arms to fight against terrorists and the only way arms could be bought was through the black market. Before the 2015 general election, the military had made sufficient gains in the war against ter­ror because they were able to recover 22 local govern­ments from the terrorists, but all that appears to have been reversed after the elec­tions.
“Contrary to the assurance given by the present admin­istration, the war against terror has not been won by the military and people are being killed every day. The government had claimed on December 23 that the war against insurgency had been won by the military, but on December 25, some people were killed in Maiduguri, with more casualties in Borno on December 27 and in Adamawa on December 28. It is simply not true that the war against Boko Haram has been won.”
He further stated that it is not helpful to continuously blame the present admin­istration for the challenges being faced at the war front but called on Nigerians to come together and support the government in the fight against insurgency. He also advised the government to come clean about the chal­lenges being faced and stop dwelling on actions of the previous administration

There is nothing difficult to understand here. No country was ready to do business with Nigeria. The only option the administration had was to buy from black market which transactions are done in cash in order to cover their track to avoid sanctions from the US. It is unfortunate that the black market purchases encourage looting anyway

There was no sanctions not to buy from Russia, Turkey or Ukraine and many other countries. Only US was relunctant or refused to sell us arms.

No justification for buying with cash.

I guess the word embargo escaped u.
Secondly, once the U.S places an embargo, it's (traditional) allies are by rule expected to follow suit.
The arms u want to buy from the other countries will be (at least 50%) of U.S origin which still puts u in a bad situation as regards training and maintenance.
Look@ wat happened in S.A wen d U.S got wind of a possible sale. Wasn't the cash seized Wat will give S.A d gall to pull off something like that..searching a diplomatic pouch if not f d influence of a world power.


Also, it is the blackmarket..a legitimately illegitimate enterprise run by business men and like all businesses,It Is CASH AND CARRY.

Thanks man. He was asking about Russia as if he did not know that you have to sign MOU with countries who have not been your key allies in arm deals before transactions take off. The administration was in in quick need of arms where they have no time to waste in diplomatic rigmarole. Buying from other countries also means bringing the experts c to train our soldiers on how to operate those war equipment. They took the best option before them. Although their selfish interest beclouded their patriotism and sense of duty.

GEJ was CSO and CAF and could use any legal means privately and publicly to fight insurgent invaders in his Country. Barack Obama(BO) was such a Pain and was bent on scattering Nigeria in 2015. He prevented Israel from selling arms to Nigeria. He used South Africa to blackmail GEJ. BO was cunningly helping to preserve Biafra on the one hand and use the insurgent attacks on the other hand to prolong the distabilisation of Nigeria. He has just discovered to his dismay, that PMB is neither an American nor a Kenyan Soldier but a Nigerian by blood and water. So GEJ was right to use cash to buy anything provided that such cash did not end up in his personal pocket.

Man it is not as simple as you put it. Do you know how long it took arms to arrive from Ukraine? Black market was for short time supply while they wait for the arrival of arms from Ukraine. Some of the arms arrived from Ukraine at the twilight of the last administration. That was one of the reasons for the postponement of the election. Even GEJ said it during the campaign. I heard that some arms arrived during this regime. Some of the reasons for the victories recorded by our soldiers in recent time over BH. Everyone knows there has not been acquisition of arms by the present administration.

The insurgency didn't start towards the twilight of last administration so what exactly was the point of the urgency that allowed them to engage in illegality to fight a war that may have been started by themselves in order to legally syphon money via military budget

A serious government would have planned well ahead whilst factoring time constraints into deliverables

The military had sizeable budgets for years so surely they must have either been stealing the money or procuring arms via the right channels

Absolutely no justification
