I don't dispute the first paragraph of your pontifications; however, the Nigerian criminal and penal codes as applies yo this situation only punishes impersonation/personation which is only committed when u represent yourself to be someone whom you are not.......(the dude here didn't do dat). However, the only possible crime here is that he prescribed drugs to the lady and except that is expressly provided for in the PCN Act or such other laws, he has not committed a crime according to the laws highlighted above, but he can be punished under the general criminal laws; that is, doing an act which u know would likely cause the object of the act, harm.
