Why hasn't the CIA used same strategy outside the muslim world, or do u mean only muslims are gullible and malleable enough to blow themselves up for another man's cause?

Don't be slow this has nothing to do with religion, I'm making it clear that what we perceive as terrorists groups often have sponsors who one would otherwise not have pre imagined.
