1. Wrong premise and wrong assumption. simple scale economics tells you that the share numbers of these people will make mince-meat of the effort
2. A typical mama Ego will first be registered and profiled. It will be established(on an average)from what she sells how much is the minimum she ought to make (even if she makes less). From this her tax bracket will be determined and the requisite taxes calculated.
3. Referring to paying taxes as another means of extortion is tantamount to being uninformed and crudely ignorant. Look at it like this, in a Face-me-I-face you house, where about 20 rooms share one meter, do they exempt someone from paying electricity bills because he's the poorest? Paying tax is the responsibility of every citizen
O boy, I like your enthusiasm; the Nigeria you painted above is still under going the rebirth process. When dem nofa fit distribute national ID cards for more than 5 years now, na mama ego food sellers them want wan fit profile across the breadth of Lagos?

And you must have a full faith in government that, all monies collected from these transit food seller and mini business owners will be accurately accounted for and remitted.

Though, you are wrong to insinuate that, paying tax is the responsility of everyone. It is not even done that way in industrialized and even ultra capatalistic societies. Taxation policies should be an instrument of government to establish minimum living standards across it's people, it should also serve as an economic equalizer, else it becomes repressive to many....Many citizens who fall at this minimum income borderline should not be made to pay taxes, as doing so will that takes below the sustainability threshold...and those whose income are below this borderline should get some redistribution from the government to push them up towards the minimum threshold.

Therefore, the government should first establish minimum sustainability thresholds and build it's tax policies around it, instead of going around and chasing down every living soul for tax money, some can't simply afford to pay and government agents should not inhibit their means of livelihood as a result of that.

They wont tax their house of reps members, their Obas, their politicians and all those rich celebrities over there.

Its the poor artisans they will tax, its a shame that the poor have to make up the shortfall in taxes because of a govt thats too weak to tax the very rich.

Gbam! Gbam!! Gbam!!! bros you nailed it.Thats excatly how its done here where i am...anyone earning from R5500 and below per month is not taxable.

The categories of people ambodes government os looking to tax many earn less than N2000 a month...do we even have a salary scale for ALL categories labour practitioners in Nigeria? ( besides government salary scale for civil servants) Capital No!!!.

If this government need to raise money, good places to look at are religious centers i.e Churches and their branches, mosques, tabernacles, spiritual temples, etc. compel them to be registered with Lagos IRS besides the CAC.

Absolute wrong move on the part of taxing low wagers.

Our government is showing us how lazy and insensitive they are.
So, if oil prices drops further, they can't think of other ways to raise revenue other than from the masses ?

Another reasonable angle to look at it, plus they are paying just 1%.

P.S. The first astute comment I'll see you make; who hijacked your handle?
I disagree. What do you have remaining as your profit when you remove 1% LIRS, 5% FIRS, 10% tithe to God, local govt tax, your siblings tax, tax, tax every time. Haba! The same government that can't help small scale businesses with loan. Pls, can someone tell me what I stand to benefit as a citizen of Nigeria? absolutely nothing yet. Very soon, they will tax us for the fresh air we breathe.

1. Ignorance is written all over your submission.
2. The government should not be interested in "telling" you how much how the artistes, bloggers, politicians who announce their: N20 million watch, N500 million mansion, N80 million car" pay. They already have a means of collecting the LEGAL taxes from these people.
3. There's a difference between Linda Ikeji as a brand and as a person. Lagos State Internal Revenue are not stupid. Linde Ikeji's company will be taxed differently from her as a person. Linda Ikeji's Financial advisers would have advised her to pay herself a small salary and let the company should all her responsibilites. That she's done the smart thing unfortunately there's nothing anybody can do, provided she's within the ambit of the law
Misitah I-am-not-ignorant, you obviously forgot that whatever perks and benefits she receives from the company will be valued and added to her "small salary" in order to assess her liable Personal Income Tax.
That is what your not-stupid LIRS would and should do hence they complained about her N4,000 tax, not so huh

Nairapeople:
Multi-millionaire blogger, Linda Ikeji is in a battle with the Lagos Inland Revenue Service over an alleged tax evasion and it is authoritative.
It was gathered that all attempts to track down the blogger started about a month ago when the agency got information that the blogger has not been remitting necessary taxes to the state government but all attempts by the service were said to have been
frustrated.
A source informed that at a time she was to be served a notice of tax assessment, her father who was to receive the letter allegedly declined to do so saying she could not receive such a notice on behalf of Linda.
On the second occasion, the delivery man was turned back on the excuse that no individual known as Linda Ikeji was resident at the address traced to her business.
The agency however got their way last week as she was said to have been served at her new mansion in highbrow Banana Island while the inland revenue equally made a video and photo evidences to support the service.
A very reliable source at the tax office informed News of the People that checks conducted on the blogger revealed that she had only paid (N4,000) four thousand naira ever as tax to the state government.
At the moment LIRS is said to be requesting for her tax assessment of personal income with a caveat that failure to do so may compel them to proceed to court for a criminal proceedings.
A particular issue raised by a source was the withholding tax ought to have been paid to the state government on the 600 million naira property she recently acquired which may amount to about 30 million naira only.
It was hinted that if the blogger refuses to respond to the request of the inland revenue, the agency shall be forced to drag her to court to face the music.
When the blogger was contacted on the issue by this medium, she neither responded non acknowledged the message sent to her.

TheGoodJoe:

What is keeping Africa back, is it the low income earners who are struggling to feed paying taxes or the massive wastage of resources by the government officials. For instance, the money used in buying brand new expensive cars for Politicians.

Before taxing the suffering masses, the federal and state governments should plug the leakages in running the government.

I foresee Occupy Lagos Part two.

If you work and collect wages, you must pay taxes.

Paying your tax is your social and civic responsibility regardless poor or rich.

The poor and the rich both enjoys government devices.

1. You come to me as someone who frames issues recklessly. Recall you started by saying that the government should "how much the artistes, bloggers, politicians who announce their......". To this I simply told you the government have no business "telling you" how much those people pay. Besides there are means of calculation and declarations of company taxes. Personal taxes are don't become public knowledge except it is absolutely necessart

2. On Linda Ikeji, this is a different issue. If Linda Ikeji is evading taxes, then she's bound to be prosecuted and probably jailed. My argument is that, provided those you refer to as flaunting expesive watches and cars have paid the requisite taxes, these are not substitutes for the poor not to pay their madatory taxes

3. So let's put it in perspective that Linda pays tax, whatever perks and benefits she receives from office can only be added if it is documented as part of her income benefits and it is taxable. If they are deemed part of the company's expenditure, then it would be deemed overhead and Company's taxes are backed out after expenses. If Linda is smart enough to purchase these perks on company's name and not hers and the auditor interpretes the tax laws that they are company's expenses, Linda would win in court to pay the 6k.

My brother,

Please be educated on these
1. It is the madatory responsibilities of ALL CITIZENS to pay tax. That is what the constitution says
2. The constitution did not say we should wait till complete a "rebirth process" or your faith in government before some people should pay taxes. The constitution is clear on the terms, which is provided you earn income. See exerpt below

1) The Personal Income Tax: This stipulates that all Nigerians (and non-Nigerians who make their earnings in Nigeria) pay tax from their earnings. Liability to Personal Income Tax is dependent on whether one is resident in Nigeria or whether one is a non-Nigerian. You pay this tax if:

You are a Nigerian making your earnings in Nigeria
Your business is resident in the country
You are a non-Nigerian who makes his or her earning in Nigeria is also taxed.
3. Payment of taxes is a civic responsibility. It is not a bargaining chip or an economic equaliser. It is well stipulated in the constitution. That is also how it is in your so called "ultra capitalistic" and "developed" societies. The constitution did not state that payment of taxes is conditioned on whether the government establishes a minimum sustainability threshold.....

We must separate emotions from the statues

The Nigeria constitution as you have quoted only gives a general guideline to collect taxes on income, the constitution did not specify what income level should be taxed neither did it stipulate what percentage to tax or how frequent it should...all that and minimum standard of living is left to elected representatives to iron out plus the detail tax policies...The constitution did not forbids the representative from establishing minimum standards or making progressive tax policies...they can choose to tax certain income level at 30%, others at 0.0001% and even do a positive redistribution to some low income earners to offset their tax bills.

The US tax code as outlined in the 16th amendment is similar to that of Nigeria and it says..."The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several states, and without regard to any census or enumeration"

When the US congress start setting the actual tax policies, they put in provisions to take care of the feeble, weak, low income earners, people living below poverty line, income redistribution at tax filing, etc; despite the fact that the constitution did not specifically say they should do that.

If America can take care of her poor and weak citizens through her tax code, Nigerian legislatives can do likewise and there is absolutely nothing in the Nigeria constitution that forbids them from adding such policies into existing tax laws.

If you look at the economic of scale, the revenue realized from a tax increase of e.g. 0.001% on the very rich can be close to the same amount realized from about 99% tax on the very poor in Nigeria...common sense tax policy will tell you that laws forgiving low income earners their tax liabilities and instead redistributing that liability to top income earners by just increasing their top rate by a few fractional percentage points makes perfect sense and it is progressive.

Tax compliance in Nigeria

It is no longer news that Nigeria's oil sector cannot sustain its economy. What is news is how the government plans to fund the economy from within. While a number of sectors come to mind as options for diversification, generating income through taxation is top on government’s list. Today’s show focus is on corporate compliance with paying company income and value added taxes.
