Instead of given out 5K-10K to different people? Why don't we use the approach of a conglomeration of about 10 people maximum in different groups! When the 5-10k is given to them, they can pool it together and start something with it which will yield better result if managed well by them and from there, they can also help others.
Learn to fish and not just accepting the fish.
