Merciful,
1) The position of all four Sunni schools of Islamic law is that
it is unlawful (haram) to touch any part of a textual copy of the
Qur’an (mushaf) without being in a state of minor ritual purity
(wudu), as a way of honouring the book of Allah. The majority
of the Imams of Qur’anic exegesis (mufassirun) state that the
verses: “It is surely the Noble Qur’an, (recorded already) in a
protected book (i.e. the Preserved Tablet) that is not touched
except by the purified ones (the angels). A revelation from the
Lord of the worlds” (Qur’an: 56/77-80) refers also to physically
touching the Qur’an. Moreover, Imam Malik (Allah have mercy
on him) relates in his Al-Muwatta that the Messenger of Allah
(Allah bless him & give him peace) wrote a letter to Amr ibn
Hazm (Allah be pleased with him), in which he said, “None
should touch the Qur’an except one who is in a state of
purity.” (Al-Muwatta no: 534)
Apart from the Mushaf, if a complete verse of the Qur’an is
written or inscribed on something else such as a wall, piece of
paper, slate or coin [m: and by extension, if the Qur’an is stored
electronically in a digital format on an iPhone, PC or some
other device, since it can not be classed a Mushaf], there are
two opinions of classical Hanafi jurists (fuqaha) regarding its
ruling:
Some jurists are of the view that in addition to the Mushaf
itself, it is not permitted to touch an item on which a complete
verse of the Qur’an is inscribed. It is stated in Maraqi al-Falah:
“Likewise Wudu is mandatory in order to touch a Mushaf, and
even [to touch] a verse inscribed on a coin or wall due to the
statement of Allah Most High, “it is not touched except by the
purified ones” whether [to touch] the inscribed part or the
blank space. Some of our [Hanafi] scholars, however, stated
that what is prohibitively disliked for the ritually impure is to
touch the actual area where the text is written and not the blank
space because one is not touching the Qur’an literally. The
correct position is that touching the blank space is akin to
touching the text itself [in that both are not permitted].” (See:
(Maraqi al-Falah with the commentary of Tahtawi P: 82)
Acknowledging that some Hanafi jurists limit the prohibition
of touching to the actual area where the Qur’anic text is
inscribed, Imam Shurunbulali in the above passage explains
that the correct position is that if a verse is written on anything
besides the Mushaf, on a slate for example, then not only is it
prohibited to touch that part of the slate where the verse is
inscribed but the whole slate itself. Based on this, if the Qur’an
application is activated and the verses appear on the screen of
an iPhone, PC or other electronic devices, it is not permitted to
touch the device without Wudu.
The second opinion within the Hanafi School is that if
Qur’anic verses are inscribed on something other than a
Mushaf, then it is only impermissible to touch that part of the
item where the verses are inscribed and not the whole item.
Imam Ibn Abidin (Allah have mercy on him), quoting Halabi
and Al-Bahr al-Ra’iq, states:
“… It is not unlawful in other than a Mushaf [to touch] except
the area where the verses are inscribed.” (Radd al-Muhtar ala ‘l-
Durr al-Mukhtar 1/173)
This position, chosen by Imams Ibn Abidin, Ibn Nujaym and
others, can be acted upon given the need and widespread usage
of digital forms of the Qur’an. It is, however, superior and
closer to propriety when possible to take precaution and act
upon the first position. Based on this, once the verses of the
Qur’an appear on the screen, it will not be permitted to touch
the area where the actual text appears without Wudu. Touching
other parts of the iPhone or device, however, will be permitted.
Note that if the Qur’an application is not activated and hence
the verses do not appear on the screen, then it is totally
permitted to touch the device including the screen without
Wudu.

it has been discussed by scholars that the preserved tablet in the ayah you mentioned above refer to the book with Allah at "lauhul mahfuz" and not the mushaf as we know it. it has been established that a muslim is never impure as narated in the hadith where a companion of the rasool s.a.w (abu huraira if i rmber correctly) stood up while he was siting beside s.a.w upon his return he was asked why he left..and he told the rasool he was in a state of janaba and wasnt comfortable siting with him in that state...
and he was informed that a muslim is never impure.
so my point is as long as youre nt in a state of major impurity and youre clean offcourse.you dont have to perform abulution to touch the mushaf though its encouraged but its not wajib or a fard.

[size=13pt]Sir Abdullah Yusuf Ali (Urdu: عبداللہ یوسف علی‎), CBE, FRSL (/ɑːˈliː/; 14 April 1872[1] – 10 December 1953)[/size] was a British-Indian Islamic scholar who translated the Qur'an into English. His translation of the Qur'an is one of the most widely known and used in the English-speaking world. He was also one of the trustees of the East London Mosque.

Ali was born in Bombay, British India to a wealthy merchant family with a Dawoodi Bohra (sub-sect of Shia Islam) father. As a child, Ali received a religious education and, eventually, could recite the entire Qur'an from memory. He spoke both Arabic and English fluently. He studied English literature and studied at several European universities, including the University of Leeds. He concentrated his efforts on the Qur'an and studied the Qur'anic commentaries beginning with those written in the early days of Islamic history. Yusuf Ali's best-known work is his book The Holy Qur'an: Text, Translation and Commentary, begun in 1934 and published in 1938 by Sh. Muhammad Ashraf Publishers in Lahore, British India (that became Pakistan in 1947).

While on tour to promote his translation, Ali helped to open the Al-Rashid Mosque, the third mosque in North America, in Edmonton, Alberta, Canada, in December 1938.

Ali was an outspoken supporter of the Indian contribution to the Allied effort in World War I.[2] He was a respected intellectual in India and Sir Muhammad Iqbal recruited him to be the principal of Islamia College in Lahore, British India. Later in life, he again went to England where he died in London. He is buried in England at the Muslim cemetery at Brookwood, Surrey, near Woking, not far from the burial place of Marmaduke Pickthall.

[size=14pt]Muhammad Habib Shakir (1866 in Cairo – 1939 in Cairo) (Arabic: محمد حبيب شاكر‎‎)[/size] was an Egyptian judge, born in Cairo and a graduate from Al Azhar University. Sheikh Mohammed Shakir b. Ahmad b. ‘Abd al-Qadir was born in 1282 Hijri/1866 CE in Jirja, a city in Upper Egypt. He studied and graduated from Al Azhar University. He died in 1358 Hijri/1939 CE in Cairo.

His son, Sheikh Ahmad Muhammad Shakir, wrote his biography in a treatise entitled Mohammed Shakir ‘Alam min A‘lam al-‘Asr

[size=15pt]Arthur John Arberry (12 May 1905 in Portsmouth – 2 October 1969 in Cambridge)[/size] FBA was a respected British orientalist. A prolific scholar of Arabic, Persian, and Islamic studies, he was educated at Portsmouth Grammar School and Pembroke College, Cambridge. His translation of the Qur'an into English, The Koran Interpreted, is one of the most prominent written by a non-Muslim scholar, and widely respected amongst academics.

Formerly Head of the Department of Classics at Cairo University in Egypt, Arberry returned home to become the Assistant Librarian at the Library of the India Office. During the war he was a Postal Censor in Liverpool[citation needed] and was then seconded to the Ministry of Information, London which was housed in the newly constructed Senate House of the University of London. Arberry was appointed to the Chair of Persian at the School of Oriental and African Studies SOAS, University of London 1944–47. He subsequently became the Sir Thomas Adams's Professor of Arabic at Cambridge University and a Fellow of Pembroke College, Cambridge, his alma mater, from 1947 until his death in 1969. He is buried in Ascension Parish, Cambridge, together with his (by provenance Romanian) wife Sarina Simons/Arberry (1900-1973) whom he had first met in Cairo and then married at Cambridge in 1932.

Arberry is also notable for introducing Rumi's works to the west through his selective translations and for translating the important anthology of medieval Andalucian Arabic poetry The Pennants of the Champions and the Standards of the Distinguished. His interpretation of Muhammad Iqbal's writings, edited by Badiozzaman Forouzanfar, is similarly distinguished.

Asad was one of the most influential European Muslims of the 20th century.[dubious – discuss]

By the age of thirteen, young Weiss had acquired a passing fluency in Hebrew and Aramaic, other than his native languages German and Polish. By his mid-twenties, he could read and write in English, French, Persian and Arabic. In Mandatory Palestine, Weiss engaged in arguments with Zionist leaders like Chaim Weizmann, voicing his reservations about some aspects of the Zionist Movement. After traveling across the Arab World as a journalist, he converted to Islam in 1926 and chose for himself the Muslim name "Muhammad Asad"—Asad being the Arabic rendition of his root name Leo (Lion).

During his stay in Saudi Arabia, he spent time with Bedouins and enjoyed close company of Ibn Saud—the founder of modern Saudi Arabia. also carried out a secret mission for Ibn Saud to trace the sources of funding for the Ikhwan Revolt. Due to these activities, he was dubbed in a Haaretz article as "Leopold of Arabia"—hinting similarity of his activities to those of Lawrence of Arabia.

On his visit to India, Asad became friends with Muslim poet-philosopher Muhammad Iqbal, who persuaded him to abandon his eastward travels and "help elucidate the intellectual premises of the future Islamic state". He also spent five years in internment by the British Government at the outbreak of World War II. On 14 August 1947, Asad received Pakistani citizenship and later served at several bureaucratic and diplomatic positions including the Director of Department of Islamic Reconstruction, Deputy Secretary (Middle East Division) in the Foreign Ministry of Pakistan and Pakistan's Envoy to the United Nations.

In the West, Asad rose to prominence as a writer with his best-selling autobiography, The Road to Mecca. Later, after seventeen years of scholarly research, he published his magnum opus: The Message of the Qur'an—an English translation and commentary of the Quran. The book, along with the translations of Pickthall and Yusuf Ali, is regarded as one of the most influential translations of the modern era. An ardent proponent of Ijtihad and rationality in interpreting religious texts, he dedicates his works "to People who Think". In 2008, the entrance square to the UN Office in Vienna was named Muhammad Asad Platz in commemoration of his work as a "religious bridge-builder". Asad has been described by his biographers as "Europe's gift to Islam" and "A Mediator between Islam and the West".
