My dear, as funny as this may sound, the Police are empowered by law to arrest any one who does any thing capable of breaching public peace. You may want to ask how can that action breach public peace?

Now imagine if the complainant had probably out of anger, gone ahead to engage the accused in physical combat. It would have turned out bad, right?

Acts which are capable of breaching public peace are such that, amongst other things, are considered provocative.
So, what of this? The sooner we get it that this is the 21st century and a democratic gov, the better for us.

Actually the police have a case of breach of public peace if it is found that the suspect has done this to provoke his neighbors.

And yes the police can actuly hold him seeing as some criminals parading themselves as been offended have threatened to kill him if he is released on bail. He is being held for his protection.

Should the police not have also arrested those northerners for openly threatening to kill another citizen?

Or are arrests only for Igbos?

You are trying to be smart. Inscription of the name is not the matter in this case however the incitment to violence and intention to cause offence is. The name inscribed on the dog may be the name of the president and may have csued offence however it is clearly stated that the father of said gentleman who reported the matter to the police (complaimant) goes by that said name and on multiple occasions this said gentleman has been a nuisance and has intentionally brought the dog through the street of the complainant to illicit a reaction may be

For God sake, we are in Nigeria not America. It is an act of stupidity and mischief for anyone to name his pet after a popular person. Calling your goat Jonathan or your dog Buhari is the height of hatred and should not be tolerated by any sensible Nigerian who has not lost his moral value. In my area, we have people bearing Shagari, Babaginda, Gowon Ojukwu, Goodluck Obasanjo depending on who was on the throne as at the time the child was born but definitely not animal. If you believe what the guy has done is good kindly change your surnames to Dog or Goat so that I can believe you are serious with what you are saying.

It still does not warrant an arrest.

It is civil and the police should have only tried to speak to each party and make each party understand their rights.

It is like a Modakeke person writing Ooni or Ogunwusi ona pig. And you both live in London or Enugu NOT in Northern Nigeria. Would the Modakeke man get arrested because you're throwing fits over what he did? Regardless of him walking his pig past the front of your house, it is is property & his right.

There's nothing inciting here except we're being irrational.

Soneone cited the example of a pastor threatening to tear/burn the quran in the US. Despite the large population & outcry of muslims in the US, I do not think he was arrested. Why? Because he bought it with his money, it is his property and has a right to do whatever he wants to/with it.

Wether it is inciting is nobody's problem. The complainant should know or be told it is his right and they could have ignored it.
