If you see a light skin hairy Ibo woman, it may be due to "bleaching". When you use steroids to bleach the skin, one of the side effects is hair growth. Another side effect is thin skin. If they wax the thin skin, it may tear and they will have scars. The hair must stay or risk facial scarring.
