well its all about confidence, the guy's readiness to break rules and social expectations.

For instance if I run into a lady in store and say "oh, i like the floral patterns on your blouse, very fitting". This is a nice and fair opening to start convo. More likely, she will look at me and hiss or give me the eyez.

She appreciates my flatter but she is not expected by social norms to encourage my flirting. What she expects is the chase. We live in the age where guys are seeking quick progress and no bs hunting game. This lack of balance between social expectations and responsive communication is what frustrates onbboth sides.
