Coas is executive head.

Just like the chairman of a bank vs the gmd of a bank.

The cds has no infantry loyal to him and cannot even mobilize a unit to quell any insuration that the coas support.

The Chief of Defence Staff is the highest ranking military officer of the Nigerian Armed Forces. The CDC is more empowered constitutionally as he oversees all of the armed forces in the country (both military and paramilitary).
On the other hand, historically, the army has almost solely been responsible for military incursions into government via coup d'etat (and mutiny). Hence the perceived superiority of the COAS!
