Who signs a 30 year contract? You sign short term contracts with options of renewal. There's no guarantee that Coca Cola or even Apple will exist in 30 years time, let alone a company providing aircraft maintenance. Someone somewhere tried to get as much money out of the NAF as possible and they succeeded.

or what capabilities does the Tucano have that other aircraft doesn't have?
what sophisticated gadgetry does it bring?
or what sleek aerial maneover does it do that other aircraft cant?

With that amount alone any country can design and build COIN aircraft from scratch, Nigeria included.

For that amount we'll require electronic and visual stealth capabilities while being able to launch ten ballistic nuclear cruise missiles plus it must be hypersonic and should be able to tranverse space and bend time. Since we are the first country to buy turboprop aircraft.

With all that money spent we still don't have heavy lift or twin engine FSBs and are using Tejas 2s as multirole jets-doable in Africa. A combi of Dhruvs,with larger internal volume than anything in its class and Mi 38s,MI 17 successor can however combat assault a battalion at a time.
There are also associated costs indirect costs-do you need hangars for your 50 mn$ airframes? You've all seen what happened to the Chadian airforce in that once-in-50-years sandstorm but have you heard of 'skincreep,' I think the term is? That will explain this special visit by the CAS, in fact it looks like he is addressing a very small number of individuals.
The secrecy surrounding these jets should be understood bearing in mind that NAFs biggest fear is an attack on its base were BHTs destroy vulnerable aircrafts on ground.
