I was thinking of nominating civil engineering draftsperson with my ND certificate in civil engineering?? Since, from anzscosearch.com, the required qualifications are; AQF Associate Degree, Advanced Diploma (HND) or Diploma (ND).

if this is possible, I'd claim 15points on work experience, since I have over 10yrs post-ND relevant work experience.

What's your take on this??

ND is equivalent to Certificate IV in Australia hence you WON'T get positive assessment with ND alone. It requires minimum of HND.
