The original rebellion was initiated by two angels of Lucifer called Belial and Leviathan. The two angels told Lucifer that he should be like God. The question Lucifer why should he work for God? The one third of angels fought together with Lucifer, Leviathan and Belial. They lost the battle and were thrown down to the earth.

I guess where I'm having difficulty is the part about you saying that Lucifer was not wanting to rebel against God. Not only did he rebel, but he swayed 1/3 (of probably miliions) of the angels to agree with him.
