20 December 2017, Sweetcrude, Lagos — The first turbine of the 459-Megawatts Azura Power plant was synchronised and connected to Nigeria’s national grid and began producing electricity for distribution across the country today.
This marks the start of a four-month period of intensive commissioning of the 459MW Azura-Edo IPP located in Benin City, Edo State.
The plant is comprised of three Siemens turbines, each of which is capable of producing 153MW.
The first turbine synchronised today will undergo a battery of tests over the coming five weeks.
Tests on the second turbine will begin at the end of January 2018, with the tests on the third turbine commencing at the beginning of March 2018. The commissioning process will then conclude at the end of April 2018 when the plant is scheduled to reach full commercial operations, Sweetcrude Reports can report.
During this four-month commissioning period, the plant will produce over 100,000-megawatt hours of electricity which will be sold by the National Bulk Electricity Trading PLC (NBET) to the country’s distribution companies.
Deputy Managing Director, Mr Edu Okeke, expressed his pleasure that the commissioning process will start before Christmas: “This festive season is one of the peak periods for electricity consumption in Nigeria and it’s a source of real pride for Azura that we were able to bring our first turbine onto the Grid before Christmas Day.”
The project construction began in January 2016 and was anticipated to reach completion in December 2018.
Okeke added that with the vast bulk of the work already completed, the project is currently more than 7 months ahead of schedule noting that it has also become a standard-bearer for good health and safety practices, having clocked up more than 4 million man-hours of work without a single lost-time injury.
“The credit for this high-level performance is shared by the EPC Consortium of Siemens and Julius Berger and all the stakeholders in the project, including, amongst others: the Presidency; NBET; the Nigerian Gas Company (NGC); the Transmission Company of Nigerian (TCN); the Federal Ministry of Power, Works & Housing; the Federal Ministry of Finance; and the Edo State Government.
“NBET, for example, has a team of engineers that have conducted intensive, monthly, on-site monitoring of the works since the first day of construction.
“NGC has partnered with Azura in the construction of the gas spur line that connects the Escravos Pipeline System to the power plant and in the construction of the pressure reducing and metering station. TCN has also worked assiduously with Azura in the construction of the on-site switchyard and the connection into the neighbouring Benin-North Switchyard.
“Meanwhile, the Ministers of Power and Finance, and their respective Permanent Secretaries have provided unstinting moral support for the project; whilst His Excellency, the Executive Governor of Edo State, has constantly challenged the project team to “work faster, better and safer”.
“The success, to date, of the project is also a reflection of the close cooperation and strong and consistent support that it has received from the three local communities of Ihovbor, Orior-Osemwende; and Idunmwowina and from the palace of His Royal Majesty, the Oba of Benin.
“Whilst there is still some way to go and challenges to overcome, the project’s management team is confident that all parties will continue to work together to enable the power plant to reach full commercial operations well ahead of schedule,” he said.
How Azura first turbine was synchronised
The synchronised turbine also marks the historic completion of an industry chain where all the links are forged together through commercially negotiated contracts. Siemens and Julius Berger built the plant under the terms of the EPC Contract. The gas that was used to generate today’s electricity was supplied by Seplat PLC and the Nigerian Petroleum Development Company in accordance with the Gas Supply & Purchase Agreement.
NGC transported the gas to the site in line with the Gas Transportation Agreement. The electrons generated were then transmitted across the country’s high voltage network by TCN per the Grid Connection Agreement.
These same electrons were then bought by NBET under the terms of the Power Purchase Agreement and sold to the eleven distribution companies (“Discos”) under the Vesting Contracts between NBET and the Discos. Hence, for consumers and investors alike, the catalytic power of this value chain was on full display yesterday, (Tuesday)
The successful firing of Azura’s first turbine is also a key milestone in the Government’s Power Sector Recovery Plan (“PSRP”) which aims to increase the security of electricity supply for millions of Nigeria’s homes and businesses.

A lot of credit should go to Obaseki for this project!

Before he became governor, his firm put together the funding for this project. As a governor, he is building an Industrial Park on the back of this project.

A majority of the projects the Muhammadu Buhari administration is working on was inherited from previous administrations, the Special Adviser to the President on Media and Publicity has said.

Mr Femi Adesina said this when he appeared on Channels Television’s special Independence anniversary programme on Sunday.

“Most of the things this administration is doing – 60 to 70 percent of them – were initiated by previous governments,” he said.

“That shows you that in the past a government will come and say ‘this is not our project’ And it will discard what was being done and start fresh ones.”

As a result, Mr Adesina said there are many half and quarter-completed abandoned projects.
But rather than abandon the project, he explained that the current administration will complete it.

An example is the Abuja-Kaduna rail project which the Presidential aide said was up to maybe 60 to 70 percent complete when the last administration left.

“This administration came, completed it and inaugurated it. Then you will still find some people shouting, ‘they are claiming credit for what the past administration started,” he said.

“It shows there is a mentality in Nigeria that makes governments not want to complete what previous governments have started. But this administration is not going that way at all, it is just doing what needs to be done for the good of the country.”

Azura Power to build US$1b power plant in Nigeria

Promoters of the US$1bn, 450 MW, Azura- Edo Independent Power Plants are optimistic that construction work on the plant will commence in June this year.

Joint Managing Director of Azura Power Holdings, Dr. David Ladipo, confirmed that a total of 14 banks and financial institutions from 8 countries are investing in the project.

Dr. David Ladipo said the Azura- Edo IPP is the first of a new wave of greenfield project- financed IPPs under development in Nigeria. The project comprises a 450 MW open cycle gas turbine power station, a short transmission line connecting the power plant to a local substation and a short underground gas pipeline connecting the power plant to the country’s main gas-supply. This represents the first phase of a 1, 500 MW power plant facility that is targeted to come online in 2017. Phase two will see the plant capacity reach 670MW.

The World Bank through its Country Director, Maria Francoise Nelly, has said it will provide risk guarantee to strengthen the Azura- Edo IPP and also provide liquidity in case they fail to pay.

Azura Power aims to engage in power generation projects that will add over 3,000MW of power accounting for approximately 20% of Nigeria’s project installed capacity by 2020.

The development/design started 6 years ago and it is privately funded, however the current government provided a better enabling environment by clearing hurdles the last government was foot dragging on

The Federal Government under the administration of President Muhammadu Buhari is moving swiftly to rev up power generation in the country, following prolonged foot dragging by the previous administration.

To underscore its commitment to the on-going power sector reform, government announced yesterday, that it had completed the signing of the World Bank Partial Risk Guarantees (PRGs) in support of the 450MW Azura-Edo Independent Power Project (IPP).

Work on the site had been stalled when former president Goodluck Jonathan failed to accede to a request by institutions funding the project, including the World Bank, for the waiver of Nigeria’s sovereign immunity to further de-risk the project.

Let me simply point out to you that construction starting in January 2016 indicates plenty of paper work and authorisations plus finance were secured much earlier. Engineering projects nor be like to go market buy I-better-pass-my-neighbour.

You posted several pictures, articles and links to prove the construction started in 2014 and abused those who said it's not so and now talk about a back and forth? with who?
