The looted funds would be held by the US Treasury Department. As soon as Congress gives the final OK - if they were to be used to pay for this transaction - at the click of a button they'd be transferred.

Personally, I think the looted funds story is bunkum. During Obasanjo's presidency, funds looted by various dictators and stashed abroad were used to wipe out Nigeria's debt to the Paris Club and other external debtors. I fail to see what other funds could be involved.

$275M less than the Amount our AGF claimed we're getting back. Plus we have more loots from dieazeni in the US. Diezani loots in US amounts to $1.7B according to EFCC.


Apart from this recent one, over $600M was received by NIGERIA last year from Abacha's loot . Meaning not all was used to clear the Paris Club debtors.

We are still expecting more from, US, Dubai, Switzerland and UK. We received around $480 million from US last year and another 300 million from UK this year and we are still expecting more from the 2 countries.

I don't think we can receive all Abacha looted not to talk of the fresh loot from governors and other politicians. Abacha died over 20 years ago and I remember the wife saying "no matter how much we recover from their family they will never be as poor as Dangote".

I think 14b is far fetched. Around 1. Something dollars in Swiss. I don't think the ones is US and UK are up to 5b dollars.

Yes. We're still receiving funds from the Paris Club. It is the bail out funds the state governors are using.

Let's be realistic. Just because it was developed 4 decades ago and available to over 20 countries doesn't mean it can't be classified as CLASSIFIED. There will always be an area where countries will have strategic and technological advantages over one another. More so, American's Department of Defense clearly stated in its letter to Senate that there are parts of the Advanced Precision Kill Weapon System (APKWS) to be sold to Nigeria that are considered "Classified."
Below is a screenshot to buttress my point.

Not every Nigerian loot is from Abacha. There are ministers, directors, governors, head of different organizations with funds stashed outside Nigerian. Many Nigerians were implicated in Panama papers and the recent one too. (I've forgotten the name). just to know how worse it is, even the current Senate president is in Code of conduct bureau for not declaring his overseas assets and account.
Many people talk about how corrupt Nigeria is but to them it's just a statement. They don't live and experience it like Nigerians do. It's quite painful.
God just help Nigeria.

Because some people here read without comprehension, it behoves me to state some first principles:
1) I'm all in favour of Nigeria acquiring the Tucanos [I think the transaction should've been done directly with the manufacturer, Brazil's Embraer; which is why I'm open to persuasion that the US was chosen because of those looted funds - with proof though];

2) Democracies should always default on the side of transparency, always - even when it frustrates this military man.

Dayo, I notice you're skirting the issue:$275m was frozen by the US Treasury after 2012, and may be offset against the $600m Tucano deal. How and why is it possible $275m can be diverted directly from the Federal Account to private accounts in the US after 2012, with Nigeria supposedly in her democratic phase?

Further: the $1bn recently released - it's outside the normal budgetary cycle, which should mean Nigerians know exactly how each cent will be spent, no? And yet people making such arguments are dismissed here.

Nigeria's debt to the Paris Club debtors which was wiped out was $18 billion.
Not just Abacha loot -obviously- was used to settle that.

By the way - and to piss off some people here - South Africa is a member of the Paris Club of debtors.

Transparency should be a normal thing in democracy but corruption won't allow that. We will get to know what the $1B is being used for when the opposition gets back into power. So we should be looking 2019 or 2023 or hopefully if the authority release list of things the money is being used for.

I expect the government to run a website where spendings like this can be monitored.

As far as am concerned, I can't stop the government from purchasing 12 Tucanos at $100B. All that matters to me is that as they purchase this Tucano which will be of good use in COIN, they should also work on multirole / air superiority aircrafts.

Now i see that it has become a hot ground for debating looted funds. I wonder why people cannot open threads for 'looted funds in arms sale' and leave this thread for military enthusiasts to enjoy. Smh.

And while we're on transparency:

I always laugh when someone here bangs on about secret purchases. There's no such thing in today's world: reputable arms sellers have to declare their exports annually in the UN Arms Register. Hint: SIPRI gets its data here, by trawling quarterly reports etc, like any decent Military Intelligence outfit.
Even when a buyer requests anonymity at time of sale, the exporting country will declare the sale within that calendar year.
For example, a certain African country [Sudan, but sshhh!]bought Chinese FN-16 Manpads, and requested anonymity. We knew within weeks and bought 50 launchers and missiles of the same, so Denel Dynamics and the CSIR could study them for electronic countermeasures (ECM) development and learn how to defeat them, in the event the SAAF would ever face them. Done quietly, but there it is in the annual Chinese export report to the UN. Our import report doesn't give any detail on type, quantity etc but only the purchase of Chinese Manpad launchers and missiles.

2nd example: SASFB sales go through the secret Special Defence Fund, so the NCACC import report only shows "rifles and accessories" and the amount paid in Finland.
Go through the Finnish export report however, and you discover these were SAKO sniper rifles, scopes, ballistics computers, quantity etc.

Moral of the story: there's no such thing as secret arms sales if one is buying from legitimate sources.

I don't know why you need to over-inflate things like this. There is no need. APKWS is an excellent system - you can launch precision strikes with a cost effective weapon. Hydra 70 rockets cost ~2k US, even if the ApKWS parts kit costs another 2K USD that's 4K USD to engage a 15K USD target, the Toyota pickup.

It's an intelligent and thoughtful purchase - nothing more needs to be said.

APKWS is no secret because it uses same principle as other types and is not better– Sermon preached by patches.

Okay USA F-35 stealth jet is no secret and not better than other types because it uses same principles of stealth jets like others.

Read BAE website on APKWS, it has 93% hit rate while South Africandos Mokopa missile missed easy target during demo for NAF, NA and foreign military generals. Yes, NAF APKWS has 93% chance of hitting target, while DENEL Mokopa has 93% chance of missing very easy target in broad day light, so Nigeria buys 400 APKWS and 0 Mokopa. If the APKWS hi-tech is no secret, South Africandos would have used same common knowledge to help DENEL Mokopa find target instead of your $30,000 guided missile travelling north to Sokoto when its target dey for Calabar south side.

He said the Suakin deal was one of several, worth $650 million in total, agreed with Sudan, which emerged from two decades of U.S. sanctions in October and is seeking to attract international investment.The countries also agreed “to build a dock to maintain civilian and military vessels,” Ghandour told reporters, adding that they had signed an agreement “that could result in any kind of military cooperation”.
